..,j <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: May 8, 2017 <br />Application Number: 2017-0508 <br />Property Location: 1327 East Wayne Street North <br />Architectural Style/Date/Architect or Builder: Colonial Revival/1941/Mills House <br />Property Owner: Michael & Deborah Fernander <br />Landmark or District Designation: East Wayne Street Local Historic District, ordinance #7796-87 <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE <br />Two story, rectangular floor plan, wood frame construction with limestone first story and asbestos <br />shingles on balance of exterior. Side gabled roof with gable returns and simple entablature., The roof is <br />covered with asphalt shingles, 8/8 double hung wood windows with ornamental louvered shutters. On the <br />south of the home, there is a one-story porch wing with flat roof and diamond pattered wood railing. . <br />Porch wing fagade has plain entablature and plain pilasters, enclosed with sliding glass doors and pergola. <br />Attached two car garage is on the south end of the home. <br />ALTERATIONS: <br />The survey card, updated in 1998, notes "major" alterations to this home including: aluminum storm door <br />and windows, enclosed south porch wing, and siding. <br />COA 2002-0522 was approved for the removal of "existing gray asphalt 3 -tab shingles.from roof of home <br />and garage and replacement with light `shake wood brown' color asphalt architectural shingles on roof <br />and garage." COA 2009-0601B approved an 8'x 31' kitchen addition and 7'x 20' covered porch. COA <br />2013-0620 approved removal and replanting of a maple tree on street lawn. . <br />APPLICATION ITEMS: <br />Fencing along 3 sides of yard. <br />DESCRIPTION OF PROPOSED PROJECT: <br />Owner proposes installation of 5' wrought iron gate at northeast corner of garage, attached to a 38" high <br />decorative wrought iron fence continuing 23' east to sidewalk, then running between shrubs and sidewalk <br />(1' off sidewalk) north 28'and west 38'; transitioning to a 6' high wood privacy fence running 34' west, <br />terminating at existing 6' high wood fence (existing fence to remain). Fenced area will be closed off <br />between south end of existing wood fence and house with 7' wrought iron gate with two side pieces. <br />Although this plan proposes a fenced area in front of the house, this would be on the Jacob Street side, not <br />East Wayne Street, as the house actually faces Jacob. <br />STANDARDS AND GUIDELINES: <br />EAST WAYNE STREET LOCAL HISTORIC DISTRICT <br />I. BUILDING SITE, LANDSCAPING AND ACCESSORIES <br />Required <br />Major landscaping items, fencing, walkways, private yard lights, signs (house numbers) and benches <br />which reflect the property's history and development shall be retained.
