2016. Everything balanced for 2016; $4000 carried forward in the 4103 fund. <br />Treasurer Molnar pointed out the inconsistency in the way the HPC budget is <br />itemized by the county in the budget book, with wages and benefits both listed for <br />our department, while other departments show wages only. This gives the <br />appearance of a 40+ percent budget increase for HPC. <br />C. STAFF REPORTS <br />1. Correspondence — Circulated. Discussion of Minimum Maintenance Standards <br />letters and how problem properties are followed up. <br />2. Executive Director — In Packet. Discussion of "numbers" report. Commissioner <br />Gordon questioned number of COAs vs fees collected, as it appears the amount <br />collected for fees has increased significantly more than the number of COAs. <br />Executive Director Feasel noted fees have increased; also RMEs were not tracked <br />in the past, and they have the same fee as a COA. Commissioner Voll questioned <br />the status of the Sears Magnolia home at 325 West North Shore. Executive <br />Director Feasel stated the owners have received a variance from the Area BZA for <br />the height of the carriage house; the project received HPC approval in August. <br />3. Deputy Director — In Packet. <br />4. Preservation Specialist —Distributed. <br />5. Legal — Mr. Boyd's appeal remains pending. Mr. Hummer had considerable <br />correspondence with Mr. Boyd in the last week, and learned today that Mr. Boyd <br />once again filed to continue the January 23`d hearing. Council is expected to <br />formally grant the continuance at its meeting tonight and will most likely <br />reschedule for next month. Restrictions are expected in the event that the plaintiff <br />seeks another continuance. HPC is receiving support from the Building <br />Department, Zoning Administrator, and Code Enforcement. <br />D. COMMITTEE REPORTS <br />1. President — Distributed. <br />V. Seconded by <br />Commissioner Voll. Vote: 6 - 0 <br />Resolution #17-02 Adopted. <br />B. RME GUIDELINES - Commissioner Klusczinski sponsored Resolution No. 17-01 <br />Qualifying Administrative Approval Items for Routine Maintenance Exclusions (RME). <br />Seconded by Commissioner Hertel. ANNOUNCEMENTS AND MISCELLANEOUS MATTERS <br />A. HPC Violations - City of South Bend Ordinance Violations Bureau Clerk Joseph Molnar <br />discussed existing city code instructions for fines for violations of HPC guidelines. Fines are <br />substantial, but Code Enforcement has not issued them in a long time, if ever. Ordinance <br />Violations Clerk is in discussion with Administration and Finance about how to deal with any <br />funds generated when Code Enforcement begins issuing these fines. Tickets for violations would <br />be issued for work not in compliance with the Guidelines, specifically work without obtaining a <br />5 <br />
