Below is the finished letter. ! <br />Greetings Auditor Hamann, <br />I am writing to you in my position as Treasurer for the Historic_ Preservation Commission of South Bend and St. Joseph <br />County. I have discovered what I believe is an anomaly in the HPC Budget for 2017 which I was hoping that you would be <br />able to help myself, and HPC, better understand. <br />In the official budget published by the County, I noticed in this budget that for 2017 the HPC is allocated money for "Fica <br />Contribution", "P.E.R.F" and "Group Insurance." These three items total to $37,551 which accounts for the entirety of the <br />difference between 2016 and 2017 budgets for HPC. This increase is 40% which is obviously a very large number at a <br />time when the County is attempting to lower budgeted expenses and does draw some questions. I understand that these <br />numbers most likely better demonstrate the true cost of HPC to the County and I encourage proper budgeting by including <br />them in the official budget. <br />Where I, and other members of the Historic Preservation Commission, express concern is looking at other departments, it <br />appears that this same system was not used. For instance, the Area Plan Budget - a similar in scale and function <br />department to the HPC - does not include those three allocations I mentioned above. <br />Again, I do not have a problem with accurately budgeting the true cost of an employee in the budget but I am curious why <br />the HPC budget has these three line items but other departments like Area Plan do not. Would it be possible for you to <br />provide a reason for this discrepancy which I could relay back to the Commission? <br />Thank you for your help on this question in advance.
