➢ SBCSC's primary mission is the education of children. The SBCSC currently has five <br />million sq. fl. at Forty-one (41) facilities including the Old Marquette bulding. A 2012 <br />Hebard & Hebard Facility Study showed in its Facility Conditions Assessment, that our <br />facilities are in need of $91,159,705 in capital project needs, that amount has risen since <br />2012 as now estimated to be $102,000,000. These dollar amounts do not include any <br />major remodeling or additions, just maintenance needs and upgrades. Our CPF has been <br />severely affected by the Circuit Breaker tax caps, decreased assessed property values, <br />non-payment of property taxes, and pension liability. Our enrollment and school <br />utilization rate is declining due to the effect of school vouchers, charter schools, and <br />open school district boundaries. The idea of creating a program or remodeling the Old <br />Marquette building for SBCSC use under these current enrollment and financial , <br />challenges is unrealistic. Investing any resources into the Old Marquette building when <br />we are struggling to maintain the school buildings currently used to educate the children <br />of our community would not be a wise use of limited resources. (See attached exhibit C) <br />➢ .The SBCSC feels it is time to move forward and create a site that enhances the (MPMA) <br />and the Marquette neighborhood community. Deborah Cyrier, the Principal at MPMA, <br />has just been awarded a Farm to School Planning Grant with the goal of becoming a <br />recognized Farm to School Program. (See attached exhibit D) We have the support of <br />the MPMA parents, PTO, and the surrounding neighborhood community. (See attached <br />exhibit E) <br />➢ We have submitted the architectural drawings showing our vision for the site, it includes <br />two (2) memorial monuments on the south end of the property, they will incorporate the <br />medallions removed from the Old Marquette building into their construction. There will <br />be enough irrigated green space for the children to learn, play soccer, as well as other <br />physical educational activities. The sidewalks will be repaired, new '.walking paths with <br />benches will be added, and trees and landscaping will be planted. There will be gardens <br />for the school to use for planting and learning and a brick maintenance shed to house the <br />equipment.
