President —None. <br />2. Standards and Maintenance Committee — Chairman Hertel noted this will be <br />covered during New Business section of meeting. <br />V. OLD BUSINESS —None <br />VI. NEW BUSINESS <br />1. Solarize South Bend — SolSmart advisor, Leah Thill, an independent contractor in the <br />MACOG office (providing support to the city for six months) reviewed documents she prepared <br />regarding solar use in historic districts, to improve communication and possibly change language <br />in historic district guidelines. In preparing these documents, Ms. Thill drew on best practices for <br />solar that have been used in other historic communities, and examples of guidelines and zoning <br />codes from the National Trust for Historic Preservation. Discussion. President Klusczinski <br />recommended commission members take time to read documents thoroughly, review by legal <br />counsel, and determine possible next steps. <br />VII. ANNOUNCEMENTS AND MISCELLANEOUS MATTERS <br />1. Commissioner Hertel suggested creation of a document explaining how to apply <br />for a COA. This could become part of a packet for realtors to present to those <br />purchasing property in historic districts. Executive Director Feasel pointed out that this <br />information is available in the historic district guidebooks as well as on the website. The <br />information could be edited to make it more concise. <br />VIII. ADJOURNMENT <br />Commissioner Hertel moved to adjourn. Seconded by Commissioner Parker. Four in favor, one <br />opposed. Vote: 4 —1. Commissioner Gordon opposed the Motion to Adjourn for questions over <br />procedural etiquette and asked that his vote appear on the record. President Klusczinski clarified <br />that the rules allow for a member to initiate a Motion to Adjourn before the chair calls for it. <br />However, even if adopted by the majority, the meeting is not officially adjourned until the chair <br />declares it so.
