STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: August 4, 2017 <br />Application Number: 2017-0804 <br />Property Location:. 717 Riverside <br />Architectural Style/Date/Architect or Builder: American Foursquare/1914/Grieger House <br />Property Owner: I Victoria Kunlo & William Andrews <br />Landmark or District Designation: River Bend Historic District, ordinance #8380-92 <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: This two-story wood -frame Foursquare sits on a rusticated <br />concrete block foundation. The hipped roof has asphalt shingles, a hipped front dormer, and overhanging <br />eaves. A one-story porch across the front has a hipped roof, aluminum sided half walls, and square wood <br />columns. Windows are 1/1 wood double -hung with aluminum storms. The mulii-paned paneled front <br />door has an aluminum storm door. A 2 -car garage sits at the back of the property. It has a gable roof, <br />wood siding, overhanging eaves, and a single overhead wood door. There is a chain-link fence in rear. <br />ALTERATIONS: Aluminum siding, storm windows, and doors have been added. The attic dormer <br />window has been replaced with a vent. <br />APPLICATION ITEMS: Removal of chain link fence and installation of 6 ft. pressure treated dog-eared <br />wood fence. <br />DESCRIPTION OF PROPOSED PROJECT: Owner proposes to remove 66' of existing chain link <br />fence, and install 10' of 4'high pressure treated dog-eared wood privacy fence 8' back from the front <br />fagade of the house (behind the tree and large bush) south to property line, then install 54' of 6' high <br />pressure treated dog-eared wood privacy fence west to even with front fagade of garage, then 2' north to <br />connect with garage. See attached site plan for placement diagram. 4"x 4"x 8' posts to be cemented at <br />least 2 feet in ground. No gates. Although this does not follow the current fence line, moving the fence <br />more towards the front of the house will increase the side yard area while allowing some privacy. <br />PRESERVATION SPECIALIST REPORT: <br />STANDARDS AND GUIDELINES: <br />RIVER BEND LOCAL HISTORIC DISTRICT <br />I.THE ENVIRONMENT <br />B. BUILDING SITE, LANDSCAPING, & ACCESSORIES <br />Individual properties in the district are characterized by a house located near the front of each lot, with a <br />small lawn in front and a larger lawn to the rear of the property. Those properties facing the river on <br />Riverside Drive generally have sloping front lawns and flat backyards. The majority of structures have <br />been erected on a single lot. Many of the properties include a garage located at the rear of the property <br />accessed from unpaved alleys running behind the property. Most properties have trees, shrubbery and/or <br />hedges. All houses conform to the uniform set -back within each block. The district has a compact layout. <br />Large homes are constructed on small lots while smaller homes, such as those on Hammond Place, are <br />constructed on narrow, deep lots. Little of the backyard areas or rear first stories of these homes is visible <br />from the thoroughfare. In recognition of this, greater latitude will be allowed in the application of the <br />adopted standards in the rear of the properties, in order to accommodate the individual preferences of the <br />property owners in the treatment of these backyard areas. No approval will be necessary for changes in <br />lawn, shrubs, walkways or semi-permanent surface changes in the rear of houses. Staff approval would be <br />
