Elicia Feasel, Executive Director <br />Commissioner Gelfman joined the meeting at 7:17 p.m. <br />Public Comment: Steve Szaday, Preservation Specialist: Questioned the height of the fence, as it <br />is common along this street that the fence along the front, that is parallel with the street, is usually <br />4'H, rather than 6'H. Although that is not in the standards and guidelines, is this a building <br />department requirement? <br />Commissioner Voll moved to approve application as submitted.' Nine in favor, none opposed. <br />Vote: 9 — 0 <br />COA#2016-0819 Approved. <br />3. 1240 West Thomas Street COA#2016-0809 Local Landmark <br />Representation by Eric Boyd, 1240 West Thomas Street <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 9 August 2016 <br />Application Number: 2016-0809 <br />Property Location: 1240 West Thomas Street <br />Architectural Style/Date/Architect or Builder: Period Revival/ 1920/Firehouse #4 <br />Property Owner: Eric Boyd <br />Landmark or District Designation: Local Landmark <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: Firehouse #4 is a 2 -story rectangular brick building. It had a flat roof with <br />limestone parapet coping, metal parapet scupper/cornice with brick brackets underneath and ornate limestone detailing at the <br />ends. The windows are 1/1 double -hung with limestone sills. There is a brick side chimney, and a roof penthouse with hip roof. <br />ALTERATIONS: Most of the windows in this former firehouse have been boarded up prior to a 2007 fire. RME2011-1110 <br />approved replacement of metal roof to secure the building and protect it from the elements, although there is no evidence it was <br />ever installed. An asymmetrical gabled roof has been installed without an approved COA or Building Permit on approximately <br />half of the main structure, as well as a second story addition and gabled roof on the rear of the building. Areas where large <br />overhead garage doors were originally located have been covered with vinyl siding. Most window openings have been covered <br />with plywood or vinyl siding. <br />APPLICATION ITEMS: Roof, window replacement, apply for addition — siding vinyl and window replacement is long term. <br />Current plan is to keep windows boarded for security reasons (2 replacement windows have been broken). Color of vinyl siding <br />is brown. <br />DESCRIPTION OF PROPOSED PROJECT: HPC Staff has worked with the current owner in recent years to support a tax <br />abatement and rezoning petition. Although an RME was issued for a replacement roof in 2011, the details of what was actually <br />installed were not presented at that time. Additionally, the Building Department has provided a statement that indicates the <br />current roof configuration was not approved with a Building Permit and has ordered all work to stop until a formal submission <br />and plan is set for the proposed work This property was heard at a July 26, 2016 Code Enforcement hearing where a date of <br />January 26, 2017 was given for Code compliance. <br />Owner proposes a 4/12 shed roof be constructed over part of the main building, from the west exterior wall 30' east to a 10'H <br />wall built on existing brick interior wall, with a 1' overhang at west wall. Second floor addition atop one-story brick portion at <br />rear of building is to be vinyl sided to match existing brown vinyl siding used to fill garage door openings; replacement windows <br />to be used to fill window openings in this addition. Existing windows in building are to be left boarded up for security reasons. <br />Most of this work with the exception of the windows and vinyl in the rear addition have been installed without COA or Building <br />Permit. <br />PRESERVATION SPECIALIST REPORT: n/a <br />STANDARDS AND GUIDELINES: Group B <br />A. Maintenance <br />The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general <br />cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structure or sites. <br />B. Treatment <br />Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements <br />include re -roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the <br />character of the landmark.
