T' <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 9 September, 2016 <br />Application Number: 2016-0913 <br />Property Location: 841 Park Avenue <br />Architectural Style/Date/Architect or Builder: T-Plan/1890Berger House <br />Property Owner: Cole Hay <br />Landmark or District Designation: Chapin Park <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: The 2 story frame house with a south bay has an irregular <br />plan set upon a brick foundation. It has a cross gable roof with moulded rake and 3 -tab asphalt shingles. <br />There is a small shed dormer on the central gable. The windows are nine -light casements in the front with <br />3 light transoms. The bay has 9/1 double hung wood windows. The front door is a wood panel door from <br />the 1916 re -model with round light and arched lintel and decorative metalwork and hinges. There are <br />some original wood storm windows and aluminum storm windows. <br />ALTERATIONS: The facade of the house was remodeled into a cottage style from a T plan with curved <br />side wraparound porch and Doric columns above the knee wall. The 1/1 double hung windows were <br />replaced with casements in the front and 6/1 in the rest of the house. The bay area was added in 1916 <br />with 9/1 windows. The original wood roofing shingles have been replaced with asphalt shingles. The <br />metal awning over the front entrance noted in the 1987 survey card has been removed and a new porch <br />overhang is under construction with COA 2010-1001A. The aluminum storm windows are modern <br />additions. The roof was replaced with COA 2010-1001A. COA 2016-0401 approved completion of front <br />porch, front door replacement, and construction of two masonry piers with arches on either side at front <br />yard corners but gave no approval for windows, siding, trim. COA 2010-0401B approved replacement of <br />siding and windows but gave no approval to replace exterior trim with new Plygem trim. RME 2016- <br />0808 approved removal and replacement of large tree in back yard. <br />APPLICATION ITEMS: Use of trim material — see attached. <br />DESCRIPTION OF PROPOSED PROJECT: Owner proposes to remove existing wood trim, soffit, <br />and fascia, and replace with Plygem PVC trim. <br />PRESERVATION SPECIALIST REPORT: I visited the property at 841 Park Ave. located in the <br />Chapin Park Local Historic District. The property owner has applied to use a cellular PVC trim material <br />on the house. Upon inspection, the owner has already used this material on not only the corner boards but <br />also the window trim on every window he has installed. I could not confirm whether or not the eave trim <br />on the front of the house was finished in the same material. Every comer is already finished in this <br />material. Work continues to be done although this product was previously not approved by the <br />Commission. The owner cites other structures in the district that used non-traditional trim such as Hardi- <br />board and LP Smart siding. I confirmed those addresses and materials used. These properties used these <br />materials after they were applied for and approved by HPC as supported by COA paperwork. <br />Steve Szaday <br />Preservation Specialist <br />
