,1 <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 3 October 2016 <br />Application Number: 2016-1003C <br />Property Location: 1704 East Wayne Street <br />Architectural Style/Date/Architect or Builder: Split Level/1953 <br />Property Owner: Brenda and David Bickel <br />Landmark or District Designation: East Wayne Street <br />Rating: Non -Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: 1704 East Wayne is a two storey frame home with a brick <br />fagade on the first storey and vinyl "clapboard" siding on the second storey and the remaining three sides <br />of the house. The house has a rectangular plan. The gable roof is covered with asphalt shingles and <br />simple raking trim. The first storey has a large front picture window with double 4 light casements in <br />wood frames with limestone sills. There are paired 4 light casements on the 2nd floor. There is a side <br />brick chimney. The entry has a shed canopy supported by turned wood columns and railings set upon a <br />concrete stoop. There is one storey gable roof side wing. There is a detached garage with siding and a <br />gable roof with asphalt shingles. <br />ALTERATIONS: The wrought iron posts and railings have been replaced with wood. The vinyl siding <br />on the three sides of the house and second storey on the front of the house as well as the vinyl wrapping <br />of all of the windows have been added. All of the windows, except the picture window, have been <br />replaced with COA#2009-0706C. The front entry door and back west entry door were replaced with COA <br />2009-1207B. The roof on the house was replaced with COA 2014-0502B. COA 2015-1005C approved <br />replacement of south back patio door with Andersen inswing Frenchwood patio doors. <br />APPLICATION ITEMS: Replace picture window on north side of house. Keeping the same opening. <br />Anderson Picture window with 400 Series gliding/slider window on each side. Same grid pattern. <br />Picture window has lost its seal. <br />DESCRIPTION OF PROPOSED PROJECT: As the existing picture window on front fagade of <br />house has experienced seal failure, the homeowner proposes to replace it with 400 Series exterior vinyl - <br />clad wood picture window, flanked by 400 Series slider/gliding windows on each side. The slider/gliding <br />windows will have the same grid pattern as the existing window. <br />PRESERVATION SPECIALIST REPORT: On October 3, 2016, I visited the property at 1704 E <br />Wayne St located in the East Wayne Local Historic District. The owners had applied for a COA to replace <br />the front picture window and the operable casement window on either side. <br />Upon investigation from the outside, the windows are metal. The windows are all in desperate need of re - <br />glazing. The casements are painted shut. A small scratch indicated at least 3 heavy layers of paint. The <br />paint has completely defeated the purpose of the water chases that are an integral part if the window's <br />design. There is a settling that has rendered the windows out of square. Upon looking at the east (left) <br />casement you can see that the top left corner has split and the lower left corner has sunk so that the hinge <br />that normally curves above the sill has now bent over it. The right casement has the opposite condition <br />with a raised top corner pinning the hinge and a gap on the lower corner which has been heavily caulked. <br />To repair this window set the entire apparatus would need to be removed, stripped, painted, and glazed. <br />The hinges will need to be realigned and the framework flange also straightened. The opening has a solid <br />upper lintel that is in good shape and a limestone sill that is also in excellent condition. The remainder of <br />the windows were replaced in a previous COA. <br />
