Address questions regarding COA applications and
staff's duty in developing its recommendations.
• 11/14/2016 1:15P (LaSalle Hotel): Impromptu Hotel Basement Tour.
• 11/14/2016 2:10P (HPC Conference Center): Meeting with Todd Zeiger and
Elicia Feasel regarding Indiana Landmarks' 2017 "Most Endangered."
3P (HPC Conference Center): Collaborate with Exec. Dire. Feasel for an analysis
of HPC activities devoted to County vs. City. This information was requested by
St. Joseph County Auditor, Mike Hamann and will be discussed with St. Joseph
County Council President, Raphael Morton on November 15, 2016.
Renewed discussion of a now active Appeal filed by Mr. Eric Boyd challenging a
COA denial this past September. Elicia initiated a conference call with Alkeyna
Aldridge, Deputy and Director of Policy (City Clerk's Office) for additional
information regarding time of filing, the party responsible for case documentation
request and deadline for submission. Ms. Aldridge confirmed aspects of the case
but deferred to Council Attorney Kathy Cekanski-Farrand on all other matters.
We were unsuccessful in connecting with Attorney Cekanski at that time. Elicia
did leave her a voicemail.
• 11/14 thru 11/18: Collaborate with Exec. Dir. Feasel regarding documents related
to Bovd v. Historic Preservation Commission (Petitioner's Appeal to Common
Council). Received electronic correspondence from HPC Attorney Brett Hummer,
including copies of documents filed with City Clerk's Office.
11/15/2016 7:30A: Reviewed letter proposed by Dir. Feasel, detailing
administrative cost-sharing roles between the County and City. Offered some
edits and emailed to Dir. Feasel for final review.
• 11/18/2016: Received electronic draft of letter prepared by HPC Staff to assess
the impact of Matthews LLC proposed construction upon nearby architectural and
historic sites and structures.
