HISTORIC PRESERVATION COMMISSION <br />PRESERVATION SPECIALIST REPORT <br />March 21, 2016 <br />Hello Commission! <br />Let's get the bad news out of the way first... <br />After being contacted by Tim K, I went to 841 Park Ave to look at the windows that were <br />being changed out. Originally Mr. Hay had said that he was planning on merely repairing <br />the existing windows. This was not the case as there were 11 new windows and even <br />more removed and boarded. I called the Building Department at 12:22 pm. (my cell <br />phone call log) to request a "red tag" stop work order on the property. I was not in the <br />office on the 11th. On Monday the 10 I stopped by the Building Department and <br />inquired about the red tag. No inspector had gone out yet. I saw Mr. Hay on Tuesday the <br />15th and he informed me that an inspector stopped by and told him that he needed to get <br />permits for the work he was doing, but never red tagged him. On Thursday I returned to <br />841 Park to notice new brick columns on the corners of the front yard next to the <br />municipal sidewalk. The mortar was still wet so it was done Tuesday or Wednesday. <br />Director Feasel met with me at the Building Department to talk to Charles Bulot the <br />Director. There was a misunderstanding as to how this was handled. Also, because the <br />new columns are not connected to the structure nor part of a fence, the building <br />department cannot make them remove them. Our understanding is that the project is now <br />under a "stop work red tag" <br />I have also been to two of the MLK renaming public meetings and have even spoken to <br />try to shed some light on the importance of Horatio Chapin. I have explained that I do <br />NOT represent HPC by are merely there as a member of the community to help answer <br />those historical questions and offer insight. Please see attached report: <br />The tax certificate sale ends today and our favorite shop at 519 V2 S St Joseph was on <br />there as well as the small brick commercial building on South St. Hopefully new owners <br />and finally use are on the horizon! <br />Code issues are weekly as are Environmental Reviews. <br />315 W Madison that was saved from demolition by HPC has been sold to our friend Troy <br />Hanyzewski who just completed the wonderful renovations at 539 Riverside Drive. This <br />belonged to Ms. Jameson and includes the double lot next to the Temple Beth -El. Staff <br />worked with code and the title company to create a repair agreement to stay the <br />demolition order and proceed with the closing. More to come on this after the property is <br />secured and cleaned. Mr. Hanyzewski has been in contact with me and is finishing <br />Riverside Dr. and starting cleanup of Madison right away. <br />Thank you, <br />Steve Szaday <br />Preservation Specialist <br />
