CERTIFICATE OF APPROPRIATENESS <br />1. 607 Leland COA#2016-0115 Local Landmark <br />Representation by Todd Zeiger, Indiana Landmarks, 402 W Washington. <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 11 February 2016 <br />Application Number: 2016-0115 <br />Property Location: 607 Leland <br />Architectural Style/Date/Architect or Builder: T-Plan/l 89 1 /Mills House <br />Property Owner: Near Northwest Neighborhood, Inc. <br />Landmark or District Designation: Local Landmark <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: The Mills House is a 1 '/2 story T -Plan or Stick Vernacular built in 1891. Foundation is brick. <br />Walls are 4" wood clapboard with corner boards. Roof is a gable front with asphalt shingles. Porch employs outstanding decoration <br />giving this house its elegance with elaborate lattice, brackets and stick style turned wood columns. Windows are 1/1 wood double hung. <br />The property was formerly on an Indiana "Blight Elimination Program" list designed to allocate the Federal "Hardest Hit Funds" and had <br />a demolition order by South Bend Code Enforcement. Through Indiana Landmarks review of the Blight Elimination Program, this <br />property was identified as having local landmark status and local interest to rehabilitate from Near Northwest Neighborhood, Inc., and as <br />such was requested to be removed from the list. <br />ALTERATIONS: All three doors have been replaced with solid wood doors. An addition was installed across the rear of the house. <br />APPLICATION ITEMS: See attached for full Description of Work. <br />DESCRIPTION OF PROPOSED PROJECT: Many of the application items are considered a Routine Maintenance Exclusion and as <br />such are not included in this Staff Report. 1) Owner/contractor have applied to demolish a one story rear addition wing and associated <br />foundation, see aerial image, due to its substantially deteriorated condition. Backfill and finish to grade. Salvage wood siding for <br />installation on what will become the new exterior rear wall. The small extension on the northwest corner will remain. The rear addition is <br />deteriorated and beyond any reasonable repair. Indiana Landmarks estimates that 75% of the roof rafters, 75%-100% of the sill plate, <br />100% of the floor joists and associated sub -floor, and 40% of the wall studs require replacement. 2) Install new double slab wood door <br />with full lights containing no grills in existing opening on what will become the west elevation. Install exterior trim and crown to match <br />that on the balance of the house, see note "C". 3) Install new solid wood exterior door in existing opening on the north end of the new <br />west elevation. Install exterior trim and crown to match that on the balance of the house. 4) Construct a 12'x 12' rear deck with an open <br />pergola covering at location of double door on the new west elevation. South edge of the deck will be in line with the south elevation of <br />the house. Deck to be of modem construction with "Trex" style flooring. No railing will be constructed. Pergola will feature classic <br />fiberglass tapered 10" columns on top of which a dark stained covering will be constructed with scroll cut ends, see drawing. <br />PRESERVATION SPECIALIST REPORT: <br />On Friday February 5, 2016, I met with Paul Hayden of Indiana Landmarks at 607 Leland to discuss the proposed changes to the Local <br />Landmark located at the site. There are two additions to the original structure. One at the rear which has been badly damaged through a <br />bad roof and collapsing footers. Previous visits and photographs will show the damages to the roof and floor. The other smaller one is <br />located on the north side and is still structurally sound. Mr. Hayden confirmed the intention is to remove the rear addition and use the <br />double wide doorway at the southwest rear to hold an exterior double door to a pergola topped -deck that will be added. The original <br />exterior wall is to be repaired and have the wood siding restored or replace with like and kind where necessary. He also showed me the <br />
