STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 2 June 2016 <br />Application Number: 2016-0602 <br />Property Location: 1102 East Wayne Street <br />Architectural Style/Date/Architect or Builder: Colonial Revival/1925/Johnston House <br />Property Owner: Brian & Ashley Pawlowski <br />Landmark or District Designation: East Wayne Street Local Historic District <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: The Johnston House is a 2 -story frame house with brick <br />veneer in a rectangular plan. The main structure has a gable roof with asphalt shingles. One-story wing <br />on south end has flat roof and one -car garage. One-story north porch wing is screened, with flat roof and <br />pilasters. Windows are 6/6 double -hung with metal ornamental louvered shutters. There is a security fence <br />around the south yard, and wrought iron fence along west and north yards incorporated into the concrete <br />block retaining wall, with Sunnymede entrance pillars incorporated into the fence at northwest corner. A <br />one-story storage shed with shed roof is incorporated into security fence along the south side of house. <br />The property sits on the southeast corner of East Wayne and South Eddy streets, with drive access to both <br />streets. <br />ALTERATIONS: Garage has been converted to living space. COA 2015-0529 approved removal and <br />replacement of a tree. COA 2007-0518 approved re -roof and replacement of gutters and downspouts. <br />COA 2001-0630 allowed removal of screens in north porch and replacement with 6/1 double -hung <br />r windows, and wood siding along bottom portion of opening. COA 1996-0503 approved in-kind <br />replacement of privacy fence. COA 1989-0911 approved replacement of roofing material on flat roof. <br />APPLICATION ITEMS: Remove concrete drive & walkway on property facing Eddy St. Garage was <br />converted to living space many years ago. Driveway & short walkway connecting it to main door serve <br />no purpose. Cracks in concrete are deep & a danger to our kids. Grass will be planted. <br />DESCRIPTION OF PROPOSED PROJECT: Homeowner has received a quote from JW Concrete and <br />Excavation to remove most of concrete drive to Eddy Street on west side of property. Originally this <br />drive led to an attached garage; however, the garage has been converted to living space. The unused drive <br />will be removed between sidewalk and curb and replaced with grass. Additionally, the concrete will be <br />cut at face of brick fence to match existing sidewalk, as well as even with the west end of storage shed, <br />leaving a small concrete area by the former garage area for a small patio. The concrete drive between the <br />brick fence and west side of storage shed will be removed and replaced with grass. Of the concrete drive <br />that extends to Eddy outside of the gate, the section in between the fence will be replaced with <br />groundcover and the section in the tree lawn will be replaced with grass. The main sidewalk from front <br />\ door to Eddy Street will remain. <br />PRESERVATION SPECIALIST REPORT: On June 3, 2016, at approximately 10:30 am I went to the <br />property at 1102.E Wayne. I had visited the property in 2013 in regards to the same scope of work. There <br />is a driveway with a curb cut off of Eddy Street that goes to a portion of the house that was once a garage <br />but has since been converted to living space. A garage and driveway facing Wayne St. was constructed at <br />a later time. An ornate and unique fence surrounds the yard and crosses where the drive off Eddy <br />plateaus. It is not really a usable drive and is dangerous to back up onto Eddy. Not sure if the plan is to <br />remove just the plateau or the ramp as well.
