STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 27 May 2016 <br />Application Number: 2016-0527B <br />Property Location: 820 Park Avenue <br />Architectural Style/Date/Architect or Builder: Craftsman/l895/Anderson House <br />Property Owner: Cale Nelson <br />Landmark or District Designation: Chapin Park Local and National Register Districts <br />Rating: Non-contributing <br />DESCRIPTION OF STRUCTURE/ SITE:, This 2 -story wood frame Craftsman -style house was built in <br />1895. The concrete block foundation has glass block windows. There is an interior brick chimney. The <br />gable roof with wide overhang and two gabled side dormers have asphalt shingles. The full -width front <br />screen porch has a shed roof. First -floor windows are 1/1, second floor are 4/1, and there are divided light <br />fixed -sash windows in the dormers and attic gables. Driveway on the south side leads to 1 -story gabled <br />garage in rear. <br />ALTERATIONS: Wood clapboards on house and wood shingles in gable have been covered with vinyl <br />siding, with contrasting window trim, frieze board and band board in gable ends. Wood storms have been <br />replaced with aluminum; brackets under cornice and band boards between first and second floors have <br />been removed. Back yard has been enclosed with a chain-link fence. <br />APPLICATION ITEMS: Replacing chain link fence with oak fence. Replace both damaged garage <br />doors. <br />DESCRIPTION OF PROPOSED PROJECT: Owner proposes to replace existing chain link fence with <br />privacy fence he will make from reclaimed oak, the same height as existing (40"), with the exception of <br />fence directly adjacent to rear patio, which will be 6' for privacy. The new fence will enclose the back <br />yard, starting at the rear of the house and following the footprint of the existing fence, except eliminating <br />the current inside corner of the fence line at the area where the fence attaches to the house. Gates of the <br />same style will be included in the same place as existing gates. Additionally, the owner would like to <br />replace both damaged, non -original garage doors with carriage -style doors. <br />PRESERVATION SPECIALIST REPORT: On June 1, 2016 at approximately 11:45 am I met with <br />Cale Nelson at 820 Park Ave. Mr. Nelson is the homeowner and has applied to change his 40" tall chain- <br />link fence to a solid wood fence that he is building himself. The fence as it stands is rusted and has a few <br />dings in it. The fence runs along the north side of his property and encompasses a square area directly <br />behind his house. This square area has three openings, two of which have gates present, the opening on <br />the south face adjacent to his driveway, no longer has a gate. <br />He is proposing a handmade fencing system made of 40" tall solid wood planks to replace in the same <br />foot print of the north property line fence. He is also looking to run new fence on only the north and south <br />sides of the existing square but to have those at 72" (6ft) for some more privacy. There is a small section <br />of 6' privacy fence that his southern neighbor had installed some time ago. <br />Please see photographs in the digital file including the example of a section of fence he built. <br />Mr. Nelson also mentioned he was going to add to his COA application a part `B" that would be for the <br />replacement of his dented metal garage doors to a more carriage house style.
