STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 6 May 2016 <br />Application Number: 2016-0506 <br />Property Location: 1322 Lincoln Way East <br />Architectural Style/Date/Architect or Builder: Free Classic/1905/Austin House <br />Property Owner: Youth Services Bureau <br />Landmark or District Designation: Lincoln Way East Local Historic District <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: The 2 -story Free Classic wood frame house on concrete <br />block foundation has an asphalt shingle hip roof with reverse gable embellishment, wood shingle siding, <br />and contrasting wood frieze board trim. First and second floor windows are 1/1 double -hung; attic <br />windows are fixed, arch -top windows with sunburst grid. <br />ALTERATIONS: Outside stairs were added in 1942 to convert structure from single family to 2 -family <br />residence. Front porch has been enclosed. 1960 remodeling added a one-story family room and <br />breezeway to attach house to existing garage. COA 2013-0815 allowed replacement of the front yard <br />sign. COA 1992-0916 approved replacement windows on the garage, and installation of air conditioner <br />on south side of garage. Some aluminum storm windows have been installed. <br />APPLICATION ITEMS: Replacing 40 windows — please see attached. <br />DESCRIPTION OF PROPOSED PROJECT: Owner has received a quote from Window World to <br />replace existing windows with vinyl replacement windows with half screens. Although the quote includes <br />two frosted picture windows and grids to match old windows (there are no grids in existing windows), <br />further communication from the window supplier states "none of the windows will have grids and there <br />will be no frosted glass." Multi -pane windows in enclosed front porch will be replaced by picture <br />windows installed over double -hung windows. Existing exterior wood window trim and crowns will be <br />covered with PVC -coated aluminum coil stock. Over half of the existing windows are already <br />replacement. <br />PRESERVATION SPECIALIST REPORT: On June 2, 2016 at approximately 11:30 am, I (along with <br />HPC intern, Millie) met with the facility supervisor at 1322 Lincoln Way East to discuss the COA <br />application that was completed to replace forty (40) windows at this property. <br />I took photographs of the outside and inside of the structure and windows trying to determine the <br />condition of each window. There have been several improper repairs made to, I would estimate about half <br />of the windows. Most have been damaged, newer glass replacement and almost all have had been <br />caulked instead of glazed. I counted 12 that were actually screwed shut and most of those without weight <br />ropes. I found 8 that were in decent condition that were not operable but not attached to sash cords or <br />painted shut. There were 4 that are beyond repair, these were the ones in the bathrooms and had been soft <br />to the touch with pane joints that would require extensive epoxy or suggested replacement wood. The four <br />rectangular windows in the kitchen area had only one that still had a functioning opening mechanism. The <br />large picture windows that were in the TV room faces the rear addition and is covered with a stick type <br />texture plastic to obscure view. The remaining 10 windows facing LWE are part of the enclosed porch. <br />These windows are three high, two banks of three across and two banks two across. These are non- <br />functioning horizontal casement windows due to storm windows being added to the outside. <br />I talked to the director and she explained that several of the past residents had broken the windows from <br />the inside out. This is a Safe Place for runaways and troubled children. She had explained that screws in <br />
