Commissioner Parker (AYE): lack of information, contradictory information in the report, and <br />lack of representation. <br />Commissioner Buccellato (AYE): lack of representation, lack of support for the proposal, and <br />inconsistencies in the application. <br />Commissioner Voll (AYE): lack of materials, representation, and alternatives. <br />None opposed. Vote: 6 — 0 <br />COA#2016-0608 Denied. <br />III. HEARING OF VISITORS - none <br />IV. REGULAR BUSINESS <br />A. APPROVAL OF MINUTES <br />1. May 16, 2016 — Approved by general consent. <br />B. TREASURER'S REPORT <br />1. Location Report — Distributed. <br />Executive Director Elicia Feasel distributed a copy of 2017 budget which was turned in <br />to Auditor's office earlier in the day. Although the total budget remains the same as the <br />previous year, she noted a few minor changes were made to previous year amounts to <br />better reflect actual spending in each account. City contract for services of $25,000 is <br />now shown as a line item. The budget also includes $5000 from Community <br />Development Block Grant funds listed as "to be determined," as it is not yet known if <br />these funds will be received as in previous years. <br />2. Exempt/Non-exempt payroll status: Commissioner Anderson questioned effect of <br />potential overtime pay for salaried employees earning less than $47,678/year starting <br />December 1, 2016. Discussion. <br />C. STAFF REPORTS <br />1. Correspondence — Circulated. Discussion of potential re -use of bricks from streets. <br />2. Routine Maintenance Exclusions <br />3. Executive Director — In Packet. <br />4. Deputy Director — In Packet. Commissioner Anderson questioned when the <br />Woodlawn-Kessler Historic District was proposed. <br />5. Preservation Specialist — Distributed. Commissioner Gordon questioned if Steve <br />could document HPC -related calls he receives on his cell phone, as this could be useful <br />for documentation. President Klusczinski responded that Steve could do this as a <br />courtesy (in his capacity as contractor), but he cannot be mandated to document calls <br />received on his personal phone, adding that the HPC contractor does not possess the <br />authority to provide responses on behalf of the agency or its staff (directors), making the <br />need for the contractor to detail communications [not already covered in COA reporting], <br />unnecessary. <br />6. Legal Counsel — None. <br />D. COMMITTEE REPORTS <br />1. President — Distributed <br />2. Indiana Bicentennial — In the absence of Chairman Hertel, Executive Director Feasel <br />reported on All -In Block Party planned for July 16.
