CERTIFICATE OF APPROPRIATENESS <br />Date: 08 June 2016 <br />Application Number: 2016-0608 <br />Property Location: 127 Franklin <br />Architectural Style/Date/Architect or Builder: Free Classic/1895/Glover House <br />Property Owner: William Fewell <br />Landmark or District Designation: Local Landmark <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: This 2 -story wood frame Free Classic has a brick foundation and architectural shingle <br />roof. The wrap-around porch has Doric columns set on brick piers with wood balustrade. Windows are double hung, 1/1 and <br />12/12, with crowns. <br />ALTERATIONS: A 2 -story addition was added to the house in 1947, and it was converted to 2 apartments at that time. There is <br />a 1 -story "laundry" addition in the rear. Front porch has been enclosed with screen. RME 2016-0524 renewed COA 2014-0522B, <br />installation of"lap width cement siding to match original over asbestos siding." <br />APPLICATION ITEMS: Replace as many wood as poss with vinal low E windows <br />DESCRIPTION OF PROPOSED PROJECT: Owner proposes to replace all remaining original windows with Jeld-Wen <br />replacement windows, preserving exterior wood trim and crowns, and install windows in two openings on rear addition room <br />which have never been filled. Our understanding is that any existing replacement windows will remain. First choice is for Jeld- <br />Wen vinyl although the owner provided a Jeld-Wen wood alternative. The majority of the windows are 1/1; there is one 2/2 in the <br />rear and a 12/12 divided lite pattern in the front. The owner would like to install a decorative glass wood window in replacement <br />of the 12/12. <br />PRESERVATION SPECIALIST REPORT: <br />At approximately 10 am I met with the owner Bill Fewell of the property located at 127 Franklin Place. I was requested to assess <br />the condition of the existing windows as Mr. Fewell has submitted a COA application to replace those windows. The results are <br />as follows: <br />South side - <br />8 -original 1/1 double hung windows <br />4 -have dry -rotted sills and compromised jambs (non-functioning and soft to touch) as a result of several years of <br />window unit air conditioners being left in place year round. <br />East side (Front) - <br />2 -original 1/1 double hung windows <br />1 -has broken sash with rotted sill and jamb <br />1 -needs sill repair <br />1 -original 12/12 double hung window <br />Broken muntins in two spots, missing glass in two spots, sill is dry rotted, and <br />Jamb has failed under weight of window A/C and exposure to elements <br />2 -original 1/1 double hung as part of bay in porch painted shut but structurally sound <br />1 -original 1/1 double hung as center of bay in porch, sound with wood storm in place <br />North side - <br />1 -vinyl replacement 1/1 <br />2-block/vinyl replacements <br />6 -original 1/1 double hung windows <br />1 has frame failure -due to air window unit <br />2 are missing the crown moulding <br />West Side - <br />1 -original 2/2 double hung window -painted and nailed shut <br />1 -vinyl replacement 1/1 single hung, Jeld-Wen <br />2 -openings on rear addition room built openings but never filled <br />9 windows are in need of replacement or serious repair. The damage done by elements and air conditioners have left these <br />beyond repair, especially the jambs, sills, and lower sashes. <br />Please refer to photographs in digital file. <br />Steve Szaday-Preservation Specialist <br />STANDARDS AND GUIDELINES: <br />GROUP B STANDARDS <br />The Commission has the authority to determine the architectural merits and the extent of any proposed treatment, renovation, or <br />addition to a historic landmark. The commission will require drawings, plans, specifications, and/or samples where appropriate. <br />A. Maintenance <br />The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general <br />cleaning and upkeep of the landmark The Commission shall encourage the proper maintenance of all structure or sites. <br />B. Treatment <br />Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements <br />include re -roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the <br />character of the landmark. A treatment change of any surface whether on the landmark or in its environment may require a <br />Certificate of Appropriateness if it significantly alters the appearance of the landmark.
