Driveway and sidewalk materials include concrete, asphalt and brick. All of the properties have trees <br />and most have trimmed shrubbery and/or hedges. Most of the houses conform to a uniform setback line within each block. <br />Required <br />Major landscaping items, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property's <br />history and development shall be retained. Dominant land contours shall be retained. Structures such as gazebos, patio decks, <br />fixed barbecue pits, swimming pools, tennis courts, greenhouses, new walls, fountains, fixed garden furniture, trellises and other <br />similar structures shall be compatible to the historic character of the site and the neighborhood and inconspicuous when viewed <br />from a public walkway. <br />Recommended <br />New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings <br />and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant <br />materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be <br />removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. All high- <br />intensity security lights should be approved by the Historic Preservation Commission. <br />Prohibited <br />No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, <br />outbuildings or other elements before evaluating their importance to the property's history and development. Front yard areas <br />shall not be transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced and fences shall not <br />extend forward beyond the setback line of the house. The installation of unsightly devices such as television reception dishes and <br />solar collectors shall not be permitted in areas where they can be viewed from the public thoroughfare. <br />Not Recommended <br />Telephone or utility poles with high-intensity overhead lights should be installed so that they cannot be seen from the <br />thoroughfare. <br />STAFF RECOMMENDATION: Staff recommends approval. <br />Deb Parcell, Deputy Director <br />Commissioner Buccellato moved to approve application as submitted. Michigan <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 6 June 2016 <br />Application Number: 2016-0606B <br />Property Location: 307 Lamont <br />Architectural Style/Date/Architect or Builder: Colonial RevivaV1921/Tohulka House <br />Property Owner: Bradly Management <br />Landmark or District Designation: Chapin Park Local and National Register District <br />Rating: Notable <br />DESCRIPTION OF STRUCTURE/ SITE: This two story Colonial Revival is set upon a concrete, rectangular foundation. There <br />are two symmetrical brick chimneys intersecting the gable ends. The first story is brick while the second story is stucco with <br />moulded wood band course between the stories. The side gable roof has asphalt shingles. There is a small segmental entrance <br />roof with moulded entablatures and Doric pilasters at the corners. The windows are 8 -light casement windows grouped in fours <br />on the first story with soldier lintels. There are 3 -unit casements in the second story with a pair of 3 -light casements over the <br />entrance. There are fan lights in the gables. <br />ALTERATIONS: A new front door, vinyl -clad windows, and architectural shingles were added with COA 2015-1208. A wood <br />frame, vinyl sided garage was added with COA 2014-1201. <br />APPLICATION ITEMS: Replace stuco on house, with LP siding. Replace garage (siding) with LP siding. <br />DESCRIPTION OF PROPOSED PROJECT: The owner proposes to removed deteriorating existing stucco and replace with LP <br />Smooth Lap engineered wood siding. Existing stucco was installed incorrectly, and would be costly and labor-intensive to <br />replicate. (More information on proposed project to follow from Russ Luchies of Midwest Masonry.) <br />PRESERVATION SPECIALIST REPORT: <br />On June 1, 2015 at approximately 12pm I met with Masonry Superintendent Russ Luchies of Midwest Masonry to look at the <br />stucco at 307 Lamont. I had observed previously that the INTERIOR lath that was used was not spaced properly to leave "key" <br />spaces for stucco to attach to the structure. The stucco had areas of repair that was done improperly, but was holding <br />nonetheless. The existing stucco is coming down in sections and has created pockets where elements have been allowed to collect <br />and rot through. <br />
