STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 29 July 2016 <br />Application Number: 2016 -0729A <br />Property Location: 304 West Navarre <br />Architectural Style/Date /Architect or Builder: Tudor Revival/I906/Miller House/Ennis Austin, Architect <br />Property Owner: Sara Davis <br />Landmark or District Designation: Chapin Park Local/National Register District <br />Rating: Notable <br />DESCRIPTION OF STRUCTURE/ SITE: This 2 1 /2 story house will an irregular plan sits on a brick <br />foundation at the corner of Lafayette and Navarre Streets. Exterior walls are stucco between half - timber <br />trim and band courses above the first and second story windows. There are two entrance porches: the one <br />off of Lafayette Street has brick rail and piers supporting a flat roof with brackets at eaves; the one off of <br />Navarre is similar but has two wood columns supporting a flat roof. The windows are 9/1 double -hung <br />grouped in pairs, threes, and fours with flat wood surrounds. The doors are wood with multiple lights; <br />side light on door on Navarre Street side. <br />ALTERATIONS: COA 2016 -0623A approved installation of paver patio in side yard behind fence with <br />a paver side walk around to front porch. COA 2014 -0606 approved tear -off and re -roof with architectural <br />asphalt shingles. COA 2012 -0910 approved removal of red maple tree. <br />APPLICATION ITEMS: Remove old concrete and replace with landscape walls and new steps, replace <br />concrete in front of garage door. <br />DESCRIPTION OF PROPOSED PROJECT: Owner has contracted with Keith's Lawns to remove old <br />concrete patio area and replace with 6 "x6" pavers (Cambridge Cobble) similar to existing pavers on <br />porch, remove existing wrought -iron railing and replace with 36 "H black extruded aluminum railing <br />(Riviera IV style C34), remove brick steps and replace with pre -cast concrete slabs (Granika Step), <br />remove and replace concrete drive in -kind, remove face brick surrounding garage door and replace with <br />stone veneer (Brandon wall collection), and install same stone veneer retaining walls (Brandon wall <br />collection) on both sides of drive. <br />PRESERVATION SPECIALIST REPORT: n/a <br />STANDARDS AND GUIDELINES: <br />CHAPIN PARK <br />B. BUILDING SITE LANDSCAPING & ACCESSORIES <br />This section focuses on individual properties and amenities. Building sites tend to be irregularly shaped, <br />of varying topography and with different setbacks with regard to plots. Alleys are generally behind <br />houses. Landscape accessories like fences are unique to each structure. Chapin Place presents a unique <br />situation within the district. Applications from properties that have property lines on Chapin Place will be <br />considered on a case -by -case basis. <br />Required <br />Fencing, walkways, outbuildings, private yard lights, signs (i.e. house numbers) and benches (visible from <br />the street) as well as trees located in a yard or tree lawn which reflect the property's history and <br />development shall be retained. A tree located in such areas shall only be removed if the removal is <br />required due to storm damage, disease, threatened damage to a structure or for such other reason <br />acceptable to the Historic Preservation Commission.
