HISTORIC PRESERVATION COMNUSSION
PRESERVATION SPECIALIST REPORT
August 15, 2016
Hello Commission!
Good news! The owner of 212 E South Street in Taylor's Field (LHD) has entered a
repair agreement with Code Enforcement and the demolition order has been rescinded!
The yard overgrowth has been removed and the painting crew has been hired. I spoke
with the contractor who is doing the work, and he will be in for an RME for the new
downspouts and replacement of damaged clapboard siding.
There were no code hearings last week but we still had some this past month.
516 S Michigan-SB Local Landmark
1311 Prinz Ct -LWE LHD
609 Rex - Chapin Park LHD
805 Leland- Chapin Park LHD
1240 Thomas St. -SB Local Landmark
As well as 4 others that were rescheduled per agreement
202 E Bartlett has petitioned Area Plan to rezone for multi -unit.
It was not built as such, but had been a multi since 1920s. It has been vacant and has no
work been done on it in over a year since the owner acquired it. Code enforcement has
made several attempts to have hearings on this property but has been unable to get proper
service. The meeting for area plan is scheduled for this week, I believe Code will be there
to present the lack of movement by the owner.
There has been yet another spike in applications for work put in after the projects are
already completed. This is mainly due to work that does not require permits (i.e. gutters,
soffit resurfacing) and contractors starting work then going to get permits while the crews
are already performing the work. It is simply the fact of catching the contractors in the
act. The homeowners are being told that the contractors are responsible for the permits
but are not checking them for approved permits before beginning the work. I only get so
many hours a week, folks.
Also, really poor workmanship at the install of windows at 1322 LWE (Youth Service
Bureau). We have bad sills and frames that are not replaced but merely painted. That
particular company is not skilled at that type of work as they usually just wrap in
aluminum and install the new windows from the inside then caulk. I've got great
photographic evidence in the digital file on that one.
I was pleased to once again give the Now and Then Downtown SB Architecture Tour for
First Friday almost 100 people for the first 3 this year. Also gave this tour for ND South
Bend Emersion Day, and SBCSC primary teacher's day at The History Museum.
Steve Szaday
Preservation Specialist
