A. Lamppost Lighting Project — discussion of how to issue blanket approval for yard <br />lamppost lights without going through COA process. Commissioner Buccallato <br />believes requests should come before the commission in the future, and the lamp <br />style should be compatible with the architecture of the house. A disclaimer <br />should be included on the order form alerting homeowners to the need for a <br />COA. COA fee should be waived to eliminate "penalizing" homeowners in <br />historic districts. Executive Director will take a summary of the conversation <br />back to Public Works. <br />B. Discussion of increase of incidents of work being done on properties without <br />COA being issued. These actions undermine the authority of HPC and set <br />horrible precedent. Can we establish a fine? Fines should be significant enough <br />to make homeowners think twice before doing work without permits. Mr. <br />Hummer advised that without language in the ordinance we will probably have to <br />lean on the Building Department to enact fines. Discussion needed between <br />HPC, Building Department, and Code Enforcement. Counsel will explore legal <br />options. Staff will look into policies other HPCs have in place. <br />Public input: Joan Downs, 849 Forest Avenue - commented in favor of fines and <br />enforcement. She has documented many cases of work without permits in her <br />local historic district. This is a serious problem, but until HPC is able to issue <br />significant fines, it will continue. <br />C. Commissioner Buccallato questioned outcome of meeting regarding Kizer house <br />with Jim Bognar, Rafael Morton, Tim Scott, and Todd Zeiger. Discussion. <br />Bognar has apologized to HPC, and spoke on behalf of Kizer house at the June <br />27 Council meeting. <br />D. Discussion about Ed Talley's antagonistic posts on Chapin Park ListSery and <br />Facebook questioning knowledge /accuracy /character of HPC and staff. HPC <br />office policy is to not engage with anyone who is being deliberately antagonistic <br />to gain attention. Legal Counsel Hummer will review copies of these posts to see <br />if we have legal recourse. <br />Public input: Joan Downs, 849 Forest Avenue — Ed Talley has been going on <br />sporadic rants against HPC for years, and she believes his comments are <br />detrimental to historic preservation. <br />3. Indiana Bicentennial — Chairman Hertel reported All -In Block Party was held last <br />Saturday; experienced a great turn out. Geocache is still going strong. Playing cards are <br />at the printer. Executive Director is putting in many hours on this project. <br />3. Historic Landmarks - Report by Chairman Buccellato of special July 13, 2016 noon <br />meeting regarding 806 Leland. Three motions were made: 1) to corroborate <br />Contributing rating of house; 2) to accept the criteria and adopt the staff report; 3) <br />favorable recommendation to the full HPC that 806 Leland, " Blbel House," be approved <br />for second reading. All motions were approved with unanimous votes. <br />V. OLD BUSINESS <br />A. Commissioner Gelfman questioned how long a homeowner has to make corrective <br />changes as prescribed by HPC, referencing the porch project on Park. Required changes <br />have not yet been made. Staff encouraged to check into this. <br />VI. NEW BUSINESS <br />5 <br />
