STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 1 August 2016 <br />Application Number: 2016 -0801C <br />Property Location: 413 Lamont <br />Architectural Style/Date /Architect or Builder: Queen Anne /1892 /the Ware House <br />Property Owner: Sara and Antonio Bajuyo <br />Landmark or District Designation: Chapin Park Local/National Register District <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: This 2 -story wood frame house with an irregular plan has an <br />asphalt shingle roof, and 1/1 double -hung windows. A broad stick -style porch stretches along the south <br />entry and the east, with a shed roof supported by wood columns. There is an octagonal corner tower with, <br />onion dome. <br />ALTERATIONS: COA 2015 -0813A approved removal of a walnut tree in the back yard. COA 2009 - <br />0406D approved improvements to rear of house, including addition of a deck, French doors with a small <br />porch canopy over them, and four Pella aluminum - clad/wood interior windows; replacing existing chain <br />link fence with wooden French gothic open picket fence, replacement of garage doors, and replacement of <br />existing cedar shingle and lap siding with HardiePlank Lap siding. Non - original cedar siding has been <br />installed. <br />APPLICATION ITEMS: Restoration of the front half of 413 Lamonte. This includes removing non- <br />historic shingles and installing new siding and trim to match the original (see 1905 photo attached). <br />Many windows will be repaired. Seven Marvin windows will be custom made with divided lite to match <br />seven 2 nd floor windows that will be replaced. <br />DESCRIPTION OF PROPOSED PROJECT: Owner proposes to remove existing shingle siding and <br />install HardiePlank lap siding to match the original; ornamental diamond and scallop siding will be wood. <br />Spacing of lap siding will match original siding. New wood corner and fascia trim to match 1905 photo. <br />This is a continuation of siding work approved with COA 2009 -0406D for the back of house. Demolish <br />non - historic chimney. Repair many windows, and replace seven double -hung windows on second floor <br />with Marvin wood windows with aluminum -clad exteriors painted Wineberry Red; divided lite to match <br />existing windows. Install new wood trim for all window openings including new crown moldings to <br />match 1905 photo. <br />PRESERVATION SPECIALIST REPORT: <br />On August 4, 2016 I met with the homeowners, Tony and Sara at their home at 413 Lamont Terrace <br />located in the Chapin Park Local Historic District. They have applied to replace seven (7) double hung <br />wood windows with Marvin aluminum clad wood windows. The house had a rear addition added that was <br />approved with a previous COA and utilized the same Marvin windows as this new application. <br />I inspected the outside of the structure and each window has an intact wooden storm window. I was able <br />to inspect the interior of each window and as the photographs provided by the homeowner was able to see <br />that the windows currently in place are not the originals but were wooden replacement sashes with <br />multicolored panes. The sashes are ill- fitting and have been caulked and or painted shut. Even so the <br />owner keeps plastic over the windows to keep the air conditioned air inside the house. Many of the <br />interior stops are missing and some of the panes of glass are broken. These sashes are not deteriorated <br />beyond repair but as stated clearly not original. <br />
