T <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 1 August 2016 <br />Application Number: 2016 -0801B <br />Property Location: 1313 E. Wayne Street South <br />Architectural Style/Date /Architect or Builder: Colonial Revival/ 1926/Whitcomb &Keller <br />Property Owner: Sarah and Shannon Cullinan <br />Landmark or District Designation: East Wayne Street <br />Rating: Notable <br />DESCRIPTION OF STRUCTURE/ SITE: This two storey brick faced Colonial Revival home with <br />the original slate tiles on the gable roof and a large front shed dormer. The windows are 8/1 double hung <br />sashes with brick header course sills and brick soldier course lintels with ornamental louvered shutters. <br />There is a central gable entrance canopy, arched under with entablature, cornice and brackets. The porch <br />steps and walkway are concrete. <br />ALTERATIONS: The original rear Pergola type porch noted in the 1986 survey card was removed in <br />1991 when the one story rear brick addition was constructed. The 1995 second story clapboard rear <br />addition eliminated the rear shed dormer and also created a second story bay window over the brick bay <br />window of the 1991 addition. COA 2013 -0903 approved construction of a mudroom at the rear entry. <br />APPLICATION ITEMS: Renovate existing screen porch into four- season room by framing out and <br />installing windows and heating unit. <br />DESCRIPTION OF PROPOSED PROJECT: Owners seek to enclose an existing screened -in porch <br />on the west side of house to create a four- season room. This project would not change the footprint of the <br />house, and will retain the existing foundation, column structure, and roof. A knee -wall will be framed out <br />at the base of the existing screened porch area in a post and panel style and painted white, matching <br />existing trim on the exterior of house. White Pella wood windows will be installed in porch area (3 60 "H <br />windows in each section between columns) to match the style of the original windows of the home, with <br />4/4 grilles. All walls will be insulated. An AC/Heat unit will be install under the window close to the <br />house. The brick foundation will be repaired. <br />PRESERVATION SPECIALIST REPORT: n/a <br />STANDARDS AND GUIDELINES: <br />EAST WAYNE STREET LOCAL HISTORIC DISTRICT <br />EXISTING STRUCTURES <br />D. ENTRANCES, PORCHES AND STEPS <br />Most houses in the district have small open porches at the main entrance. Stoops and small patios also are <br />in evidence. Of those porches that have roofs, many have either hip or gable roofs or are covered by the <br />main roof of the house. Columned porticos, porches with broken pediments or turrets, and other porch <br />forms characteristic of the Period Revival styles are also found in the district. <br />Required <br />Existing or original porches, stoops, patios and steps, including handrails, balusters, columns, brackets, <br />tiles and roof decorations, shall be retained or replaced by replicas of the same design and materials when <br />deteriorated beyond repair. Porches and additions - reflecting later architectural styles and which are <br />important to the building's historical integrity shall be retained. <br />Recommended <br />
