STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 31 March 2016 <br />Application Number: 2016 -0314 <br />Property Location: 526 S. St. Joseph <br />Architectural Style/Date /Architect or Builder: Gabled-ell/1896 <br />Property Owner: Life Treatment Centers <br />Landmark or District Designation: Taylor's Field <br />Rating: Non - contributing <br />DESCRIPTION OF STRUCTURE/ SITE: The House is a 2 1 /2 story Gabled -ell built in 1896. <br />Foundation is concrete. Walls are aluminum siding on the first floor with asphalt shingle siding above. <br />Flared walls create an overhang at the second floor. Roof is a gable with front gable intersect and front <br />gable wall dormer, with asphalt shingle roof. An enclosed projecting porch with louvered windows and <br />glass entry vestibule has flat roof and dentilled frieze board. Windows are 1/1 metal double hung with <br />wood surrounds. There are glass louvers in the attic story. Behind the house is a detached 3 -stall masonry <br />garage, with wood garage doors, and asphalt shingled hip roof. <br />ALTERATIONS: All of the openings to this structure are non - original. The front porch has been <br />enclosed with louvered windows, and a glass vestibule has been added to the front entry. A chain link <br />fence appearing over 6' high has been installed to the side yard on the north, extending all the way to the <br />sidewalk at the street. <br />APPLICATION ITEMS: Erect a fence surrounding the blacktop area behind the house. We would use <br />wood dogear fence panels. 6' high. Using 4x4 posts cemented in. Gates will be constructed with fence <br />panels and wood framing. <br />DESCRIPTION OF PROPOSED PROJECT: The owner would like to erect a fence to surround the <br />blacktop area between the rear of the house and the garage, starting at the house set back, and extending <br />to the front of the garage. They propose to use 6' high dog -ear wood panels with 4x4 support posts set in <br />concrete. A gate will be installed at the south side of the house, as well as a double gate for vehicle <br />entrance at the rear from the alley; gates to be constructed from fence panels and wood framing. <br />PRESERVATION SPECIALIST REPORT: n/a <br />STANDARDS AND GUIDELINES: <br />TAYLOR'S FIELD <br />II. THE ENVIRONMENT <br />A. BUILDING SITE, LANDSCAPING, AND ACCESSORIES <br />Individual properties in the district are characterized by a house located near the front of each lot with a <br />small to medium lawn in front and little to no lawn at the rear of the property. Often the back yard is used <br />as a parking lot for tenants. About half of the properties include a garage which is either located at the rear <br />of the property and accessed from unpaved alleys running behind the property or located directly next to <br />the structure and accessed by small drives. Nearly all of the garage structures are out of date, single -stall <br />frame buildings. One large carriage house still stands in the district. Most properties have trees, shrubbery <br />and/or hedges. Most houses conform to the uniform set -back within each block. <br />Required <br />Plants, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the <br />property's history and development shall be retained. <br />
