CERTIFICATE OF APPROPRIATENESS <br />1. 406 Manitou COA #2016 -0308 Chapin Park <br />No Representation. <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 11 March 2016 . <br />Application Number: 2016 -0308 <br />Property Location: 406 Manitou Place <br />Architectural Style/Date /Architect or Builder: Gabeled- ell/1889 <br />Property Owner: Kevin and Miyuki Hughes <br />Landmark or District Designation: Chapin Park Local and National Historic District <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE /SITE: The 1 '/s story frame house with limestone facing has an irregular plan set upon a brick <br />foundation. Roof is a cross gable with moulded cornice at the rake and architectural asphalt shingles. The porch has a gabled <br />entrance vestibule. The windows are 1/1 wood double hung with iron railing on the second floor front and side windows. Some <br />of the windows have aluminum storms while others appear to have original wood storms. <br />ALTERATIONS: Limestone was installed over the wood siding in 1943. The front porch was modified in the 1940s from a full <br />width to its current configuration with a stone wall and patio to the side of the gabled vestibule entrance. Art -lock asphalt <br />shingled roof was replaced with COA #2010 -0928 with architectural asphalt shingles. The aluminum storm windows and doors <br />are not original to the house. <br />APPLICATION ITEMS: We would like to demolish the garage at 406 Manitou Place in South Bend. It has deteriorated <br />severely. It will be replaced temporarily by an extension of a 3' chain link fence currently in place. This summer I will submit <br />plans to HPC to reconstruct the garage. Construction to be completed in 2016. We will do our best to construct a garage construct <br />with our existing property profile. <br />DESCRIPTION OF PROPOSED PROJECT: This five stall garage is a result of two buildings attached together and is very poor <br />condition, see Preservation Specialist report. Jerry Reed's Excavating will demolish the structure and haul all debris away. The <br />contractor will attempt to salvage the stone fagade material but it may not be possible because of existing damage. An existing <br />chain link fence will be expanded to enclose the property. Owner intends to apply for a COA at a later date to rebuild the garage. <br />PRESERVATION SPECIALIST REPORT: <br />I spoke with Kevin Hughes during the second week in February when he called the office to inquire about demolishing and <br />rebuilding his garage at 406 Manitou. He informed me that he works out of town but his daughter is in town. It is his intention to <br />demolish the current structure by April then present a new design to the HPC when his architect friend had the plans complete. <br />He was not opposed to trying to reuse the stone veneer from the present structure on the new garage if it is salvageable. <br />His daughter brought in a completed COA application with the fee to the HPC office March 8, 2016. <br />At approximately 1:30pm I met with the owners' daughter Eleanor Hughes at the property and photographed the structure on the <br />exterior and as much as I could for the interior that I could get into. <br />
