Russell Stapp/Hillbert-Lontz House <br />Property Owner: Robert and Anastassia Cassady <br />Landmark or District Designation: East Wayne Street <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: This two story brick Tudor Revival house has the original <br />asbestos tile on the steep gable roof and paired metal casement windows: 3 x 3 lights and 4 x 4 lights. <br />There is glass block in the south wall of the one story gabled section and again at the rear of the house <br />next to a French door. There is a picture window in the rear wall in the first story. There is an attached <br />garage with a gabled roof and dormer. The entire exterior is stucco with a half brick wall. There is an <br />additional entrance on the north side of the house toward the front with a flat roof supported by a wrought <br />iron railing system. The front door is solid wood. <br />ALTERATIONS: The picture window and glass block in the rear are not original to the house. The <br />additional side entrance with flat porch roof and wrought iron were later additions as well. COA 2013- <br />1004 approved new roof, windows, and guttering. COA 2015 -0501 approved driveway extension, patio <br />installation, tree and plant installation, and fence installation. COA 2015 -1005 approved chimney <br />replacement. <br />APPLICATION ITEMS: We would like to add a wooden fence to the side yard of the home and along <br />the back portion abutting the fence of a neighbor to the east of the property. The main function of this <br />fence is safety for our children as the home is on Eddy Street. <br />DESCRIPTION OF PROPOSED PROJECT: The owners have obtained a quote to install 247' of <br />6'high untreated cedar fence (either lap board or dog ear top) in the side yard and along the back of the <br />property. The main function of this fence is to enclose this area for the safety of the owners' two young <br />children, as the house sits primarily on Eddy Street, and the majority of the side yard is open to that street. <br />There are two 4' gates of the same fence panel proposed, one in the rear of the house and one in the front <br />off the driveway. In May 2015 the Commission approved a 4' wrought iron fence to be added to the west <br />front lawn that extends back on the north lawn. From photographs recently taken by our preservation <br />specialist, it appears that fence was not installed. <br />PRESERVATION SPECIALIST REPORT: n/a <br />STANDARDS AND GUIDELINES: <br />EAST WAYNE STREET <br />I. Several of the residences are sited on two or more <br />building lots; however, the preponderance of the homes have been erected on a single lot. Most of the <br />properties include a double garage, usually located at the rear of the property. The majority of garages are <br />accessed from straight driveways leading from the main thoroughfare, while a few are accessed from the <br />alley. There are also a few homes with a covered carport located at the rear of the property, as well as a <br />
