STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 6 May 2015 <br />Application Number: 2015-0504E <br />Property Location: ' 60717 Locust Road <br />Architectural Style/Date/Architect or Builder: Tudor Revival/1914/Indiana Lumber Co., Builder <br />Property Owner: Melissa and Frank Krakowski <br />Landmark or District Designation: Local Landmark <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: The three storey Tudor Revival brick home has brick and <br />stucco gables and a cast stone foundation. The high gabled roof has asphalt architectural shingles and a <br />gabled dormer. The front porch is partially open. There 1/1 double hung windows on the front fagade and <br />around the attic have geometric pattern in the upper sashes. The windows in the sides and all in the rear <br />enclosure are 1/1. <br />ALTERATIONS: The Brick Piers were re -built in 1985 approved with COA dated 21 October 1985. <br />There was a rolling black metal wrought iron gate approved in 1997 for installation behind the piers. The <br />new roof was installed with COA 2015-0408. The handicapped accessible ramp was added at a later date. <br />APPLICATION ITEMS: Replace roof with 50 yr old professional grade asphalt architectural style <br />shingles. Replace areas of crumbled stucco with new matching product. Replace rotten fascia boards with <br />new boards. Replace all gutters as originals were missing and broken. Replace rotten and broken at <br />windows as need with Kolbe and Kolbe like kind replacements of existing. See window breakdown <br />attached to email correspondence. Repair 2nd floor bathroom window. Replace ls` floor butler's pantry <br />single window with double window in prairie design consistent with existing. Remove circa 1980s <br />wheelchair ramp from side door and replace with cement stoop consistent with existing fingerprint of <br />former stoop. Material will be similar to original grout in masonry. Existing ramp is a liability and <br />detriment to the property. Widen and rebuild brick pillars on either side of.driveway with existing and <br />direct match brick. Remove 5 trees from property to install a new septic system per TCU (former owner) <br />agreement. Add fence to front of property to match existing black wrought iron style aluminum gate. See <br />attached to e-mail. <br />DESCRIPTION OF PROPOSED PROJECT. The roof replacement was staff approved in April. All <br />of the in-kind replacements of the stucco, gutters, fascia and repair of the bathroom window can be staff <br />approved. The brick piers have already been moved and the trees have been removed. The chimney <br />removal mentioned in the Preservation Specialist's report was not applied for in this application. The <br />homeowners are requesting replacement of all of the deteriorated attic windows, second floor bathroom <br />window and the window in the butler's pantry with wood Kolbe Heritage double hung windows with <br />muntins to match original windows. They also wish to remove the wheelchair ramp and restore the <br />concrete stoop in its original place. The homeowners wish to install a decorative aluminum fence to <br />match the current gate (EFS -15 style) in front of the house along Locust Road and along the west side of <br />the property. (Refer to diagram) <br />STANDARDS AND GUIDELINES: <br />The Commission has the authority to determine the architectural merits and the extent of any proposed <br />treatment, renovation, or addition to a historic landmark. The commission will require drawings, plans, <br />specifications, and/or samples where appropriate. <br />A. Maintenance <br />
