STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 6 May 2015 <br />Application Number: 2015-0504D <br />Property Location: 531 South St. Joseph <br />Architectural Style/Date/Architect or Builder: Free Classic/1910 <br />Property Owner: Mary Ann and Ben Wilson <br />Landmark or District Designation: Taylor's Field <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: The house is a 2 storey plus attic situated on a corner double lot. It <br />has an irregular plan and vinyl clapboard siding. The hipped roof has two hipped dormer covered in asphalt <br />shingles. There is a hooded wood panel with dentilled frieze front porch entrance supported by brick columns with <br />a low brick wall in between. The second floor front windows are 16/1 double hung; there are 1/1 double hung <br />windows in the first floor boxed bay and three part bay on the second floor on the south side. <br />ALTERATIONS: The vinyl siding and asphalt roofing are not original to the house. Some of the windows appear <br />to be replacement windows. The spindles in the porch and upper floor balconies are replacements. COA#2015- <br />0331 enclosed the rear and side yards with a wood fence. <br />APPLICATION ITEMS: Install tool shed (9.870.5 foot) in back corner of lot — only 8 inches will be above <br />fence line; willing to paint, alter top to blend in as needed — very minimal alteration to property from street. <br />DESCRIPTION OF PROPOSED PROJECT:, The homeowners propose to add a small white/cream/brown <br />galvanized steel storage shed to the back yard, inside the new fully enclosed backyard fence. Only a very small <br />amount of the roof will be visible from the street. <br />STANDARDS AND GUIDELINES: <br />Taylor's Field Local Historic District Guidebook <br />III. NEW CONSTRUCTION <br />C. SHEDS AND ACCESSORY BUILDINGS <br />Accessory buildings are those structures that serve a specific subordinate function to the residence. These include <br />garages, carports and storage sheds. All of the accessory buildings are located in the rear yard. <br />Required <br />Sheds and accessory structures (gazebos, decks, doghouses, playhouses, fountains and small reflecting pools, <br />outdoor sculpture, children's play equipment, etc.) shall be located at the rear of the property and as unobtrusively <br />as possible while preserving historic relationships between the buildings, landscape features and open spaces. <br />Proportions and materials shall conform to those required for new construction. <br />Recommended <br />Accessory building designs should be compatible in character and mood to the residence and the neighborhood. <br />Prohibited <br />Prefabricated metal sheds shall not be used. <br />Not Recommended <br />Prefabricated wood composition sheds should not be used unless they conform to all other standards. <br />STAFF RECOMMENDATION: Staff recommends approval as the project as it will be only barely visible from <br />the street <br />Elicia Feasel <br />Deputy Director <br />
