STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 6 May 2015 <br />Application Number: 2015-0501 <br />Property Location: 1105 E. Wayne Street <br />Architectural Style/Date/Architect or Builder: Tudor Revival/1925/HR Stapp/Whitcomb&Keller . <br />Property Owner: Cory Hoctger/Tom Swizek <br />Landmark or District Designation: East Wayne Street <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: A two storey brick Tudor Revival house with a steep gable <br />asphalt shingle roof. Windows are. Wood double hung and wood casements. There are glass blocks in the <br />south wall of the one storey gabled section and again at the rear of the house next to a French door. There <br />is a picture window in the rear wall in the first storey. There is an attached garage with a gabled roof and <br />dormer. The entire exterior is stucco with a half brick wall. There is an additional entrance on the north <br />side of the house toward the front with a flat roof supported by a wrought iron railing system. The front <br />door is solid wood. <br />ALTERATIONS: The picture window in the rear and the glass block are not original to the house. The <br />additional side entrance with flat porch roof and wrought iron were later additions as well. COA#2013- <br />1004 replaced deteriorated windows with replacements to match original muntin patterns as closely as <br />possible; asbestos roof was replaced with asphalt; gutters and downspouts replaced in-kind; side front <br />door overhang with fixed awning. <br />APPLICATION ITEMS: Landscape debris removal, driveway extension, patio installation, tree + <br />plant installation, fence installation. <br />South Elevation: Pull everything; keep big tree. Pull all ivy. Put in Lilac Bushes. <br />West Elevation: Keep pine tree and white flowing (dogwood???) tree. Put in Oak leaf Hydrangeas. - <br />Arborvitae each side of front door. Surrounded by Gold Mop Cypress. <br />East Elevation: Arborvitae in corner. of house South/East side corner. <br />North Elevation: Pull everything. Put Dove grey Flagstone down with a fire pit in middle. Place <br />vegetative barrier along the northwest comer along the rod (wrought) iron fence. <br />DESCRIPTION OF PROPOSED PROJECT: Although this property has an East Wayne Street <br />address, its front door, front yard and driveway face on Eddy Street. Eddy Street is a four lane main <br />north/south transportation route with heavy vehicular traffic passing this property. Pedestrian bicycle <br />traffic is also. high. Removal of any landscape debris is routine maintenance. <br />Owner proposes to extend the driveway by adding a semi -circular driveway extension off the main <br />straight drive — all material will be concrete to match existing. To accommodate the extension, three <br />evergreen trees must be removed. Of the evergreen trees, one of the trees appears to be diseased or <br />damaged by lightening and all three trees are cabled together. Just behind the new driveway installation <br />owner proposes to add a flat patio using flagstone with a built-in low height fire pit of same material, see <br />photo for flagstone.example. Owner proposes adding a new 4.' wrought iron fence to west front lawn that <br />will extend back on the north lawn, see plan. The fence has spaces between the pickets but will provide <br />additional security to the property. There will be no fence installed on the East Wayne Street side. The <br />house across East Wayne Street also has a fence of this type installed on the Eddy Street frontage. Also <br />proposed are the installation of several new trees and flowering bushes. <br />
