s <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 4 May 2015 <br />Application Number: COA#2015-0429 <br />Property Location: 230 E. Navarre <br />Architectural Style/Date/Architect or Builder: Dutch Colonial Revival/1928 <br />Property Owner: Jerid Wireman <br />Landmark or District Designation: River Bend <br />Rating: Omitted in the 2005 Survey <br />DESCRIPTION OF STRUCTURE/ SITE: This is a 2 storey house with a rectangular plan set upon a <br />brick foundation. The original clapboards have been restored and painted. The gambrel roof has almost <br />full length front and back shed dormers that are all covered with asphalt shingles. The windows are 6/1 <br />double hung on the house and sunroom and multi pane quarter rounds in the attic storey. There is a small <br />front porch that has a gable roof overhang with wood supports and railings. There is a two car jerkin head <br />roof garage on a concrete foundation. <br />ALTERATIONS: The front porch has been altered in that the brick wing walls noted in the 1995 <br />survey card are missing. The windows are replacement windows (2014-0530). The roof is a replacement. <br />APPLICATION ITEMS: Fence front and rear yard, replace sidewalks, replace driveway, landscape <br />hill/slope; add trellis roof, landscape front with hedges, trees, etc. Also see attached proposal. <br />DESCRIPTION OF PROPOSED PROJECT: #1. The removal of the sidewalk and steps on the East <br />side were approved with COA 3014-0530. The homeowner proposes to terrace the slope in his front yard <br />into two levels using brown brick pavers and infilling with grass or sod. He proposes to enclose the entire <br />front yard with a 3 foot wire livestock fence in wood frames set between wood posts; install a solid wood <br />gate across the front walkway constructed out of the same material as the back yard fence. #2. Replace <br />concrete front walkway leading to porch and porch steps with brown brick pavers. In-kind replacement of <br />city sidewalk and front curb. #3 Replace concrete driveway with grass, four sections of concrete strips <br />leading from alley to garage and boarder with a single row of brown brick pavers with grass planted <br />between the concrete strips. #4. Install a trellis (pergola style) roof between house and garage and install <br />new white vinyl garage doors with windows to compliment the window treatment of the house. #5 Install <br />a 6 foot privacy fence from the side of the sunroom to completely enclose the rear yard. The fence will be <br />3/4s wood with the remaining height composed of the livestock wire. A gate constructed of livestock <br />wire in a wood frame would be installed in between the sun porch and the privacy fence. <br />STANDARDS AND GUIDELINES: <br />B. BUILDING SITES LANDSCAPING9 & ACCESSORIES <br />Individual properties in the district are characterized by a house located near the front of each lot, with a <br />small lawn in front and a larger lawn to the rear of the property. Those properties facing the river on <br />Riverside Drive generally have sloping front lawns and flat back yards. The majority of structures have been <br />erected on a single lot. Many of the properties include a garage located at the rear of the property accessed <br />from unpaved alleys running behind the property. Most properties have trees, shrubbery and/or hedges. All <br />houses conform to the uniform set -back within each block. The district has a compact layout. Large homes <br />are constructed on small lots while smaller homes, such as those on Hammond Place, are constructed on <br />narrow, deep lots. Little of the backyard areas or rear first stories of these homes is visible from the <br />thoroughfare. In recognition of this, greater latitude will be allowed in the application of the adopted <br />standards in the rear of the properties, in order to accommodate the individual preferences of the property <br />
