Staff recommends approval of the garden concept with the exception
of the fruit orchard trees and with restrictions on the types of vegetables to be grown in cooperation and
with approval of the Parks Department. Kessler did not have fruit trees in his designs nor did he ever
incorporate vegetables. Staff has 1910-1940 listings of the types of flowers/plants grown for the Parks
available for this project. Staff also recommends considering appropriately proportioned herb plantings as
a substitute for vegetables for these gardens. Staff recommends approval of the proposed path system as
it roughly corresponds to a path for Leeper Park West around the" ball park" and proposed swimming
pool and shelter (never constructed) in Kessler's 1915 plan. Staff recommends approval of the benches,
tables and historic street lighting as they are in keeping with the recreational purpose and function of the
Park.
Prepared by Catherine D.
