STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 2 June 2015 <br />Application Number: 2015-0601 <br />Property Location: 325 West North Shore Drive <br />Architectural Style/Date: Neo Classic/ Sears Roebuck's "The Magnolia"/1926 <br />Property Owner: Paul Worlanda and Deirdre Mylod <br />Landmark or District Designation: West North Shore LHD <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: 325 West North Shore is one of six known "Magnolias" in <br />existence. It has two stories set upon a square plan with projecting porches all on brick foundations There <br />is a Porte-cochere on the west fagade. The exterior walls are 8" aluminum siding. The windows 9/1 <br />double hung and have aluminum triple track storm windows. There are aluminum railings around various <br />porches and balconies. The roof is a truncated pyramidal with asphalt shingles and a front dormer with a <br />classic pediment; the roof peak has a flat roof. The porch and balcony are distinctive features with the <br />classic portico front entry that has triple ionic columns on both front corners; bracketed entablature with a <br />flat roof enclosed by a wrought iron fence. As of 1977 there was noted" a newer frame garage with <br />apartment of a `style that detracts from the house"' (Brian Crumlish) <br />ALTERATIONS: The aluminum siding, fencing and storm windows are not original to the house. The <br />asphalt roof is a replacement. The plastic window drip moulds are later additions. The Porte-cochere was <br />restored in 1980 along with the second floor French doors above. In 1991 a COA was issued to enclose <br />exiting inset second level balcony in the rear and use aluminum siding to match and install one window. <br />The "guest house" was revamped with siding and new door configurations in 1995. <br />APPLICATION ITEMS: Remove aluminum siding and restore original clapboard underneath; and <br />replace/repair trim work. Repair/replace bead board underneath overhang of front porch and soffit. <br />Replacement of aluminum storm windows with a historic storm window alternative. <br />DESCRIPTION OF PROPOSED PROJECT : The new homeowners wish to restore the original look <br />of the house by removing the aluminum siding and restoring the wood details and trims using the Sears <br />and Roebuck catalogue drawings and photographs of a Magnolia in the state of Georgia. They wish to <br />restore and replace the bead board on the front porch ceiling and the soffit. They wish to remove the non - <br />original aluminum storm windows with a more historic looking storm with a narrower frame. <br />STANDARDS AND GUIDELINES: <br />WEST NORTH SHORE STANDARDS: <br />II. BASIC STRUCTURAL MATERIAL AND ARCHITECTURAL FEATURES <br />Preferred: Retain and maintain the original exterior building material. Frame Structures: Repair, repaint, <br />and/or clean siding to deter deterioration. Masonry Structures: Tuckpoint brick and stone, repair stucco <br />and repaint trim, stucco and brick (if painted) to deter deterioration. Retain and maintain architectural <br />detail of structures such as wrought iron, tile, brackets, etc., or replace when necessary with similar <br />material in texture, size and appearance. <br />Permitted: If vinyl or aluminum siding is the only economic solution to a deteriorating frame house, <br />architectural detail must be visually preserved. The siding used should match the original in style, width, <br />and lap as closely as possible. <br />Prohibited: Do not use asbestos or asphalt siding on frame structures. Do not use artificial brick or cast <br />stone siding on brick, masonry, stucco, or frame structures. Do not sandblast or use harsh detergents in <br />cleaning brick, masonry or stucco. <br />B. Windows and Doors <br />Preferred: Retain and maintain existing window and doors including sash, lintels, sills, shutters, doors, <br />decorative glass, pediments, hoods and hardware.
