STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Application Number: 2015-0702 <br />Property Location: 1238 East Wayne Street South <br />Architectural Style/Date/Architect or Builder: Colonial Revival/1963 <br />Property Owner: Donna and Michael Pangburn <br />Landmark or District Designation: East Wayne Street <br />Rating: Non -Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: The Colonial Revival Home is a two storey <br />frame construction with an L plan that is aluminum sided. It has a three bay fagade with <br />6/6 upper level and 9/9 lower level double hung vinyl windows and louvered shutters. <br />The front entrance is recessed with pilasters and broken pediment. The gable roof has <br />asphalt shingles. There is a one storey gable wing on the west side with board and batten <br />siding and 9/9 double hung windows. <br />ALTERATIONS: All of the windows are replacement windows. The roof was replaced <br />in 2011 (COA2011-1011) . <br />APPLICATION ITEMS: Residing house and installing insulation. <br />DESCRIPTION OF PROPOSED PROJECT: Homeworks proposes to remove the <br />current aluminum side and the builder board on the entire house. They will blow in <br />Owen Corning Insulation (see product brochure) and install a visqueen moisture barrier. <br />The house will be sheathed with OSB plywood and wrapped Lowes standard house warp. <br />The wood window frames will be wrapped and trimmed with aluminum sheet. The <br />siding will be replaced with 8" LP SmartSiding horizontal siding in "Quiet Willow" with <br />4 " white trim on corners. (See product brochure) The shutters will be reset along with <br />the exterior light, attic vent, exterior door, gutters and downspouts. <br />STANDARDS AND GUIDELINES: East Wayne Street: <br />II. EXISTING STRUCTURES A. BUILDING MATERIALS Original exterior wall <br />materials in the District include limestone, flagstone, stucco, clapboard, wood shingles, <br />sandstone and masonry block. In some instances, vinyl or aluminum siding have been <br />applied over the original surface. <br />Required Original exterior building materials shall be retained. Deterioration of wood <br />materials shall be prevented through repair, cleaning and painting. The existing or <br />original architectural detail around windows, porches, doors and eaves should be retained <br />or replaced by replicas of the same design and materials when deteriorated beyond repair. <br />Masonry including brick, limestone, flagstone, sandstone and stucco shall be cleaned <br />only when necessary to halt deterioration or to remove stains, and shall be done with a <br />method acceptable for the preservation of the surface: i.e. low pressure water and soft <br />natural bristle brushes. When repairing stucco, stucco mixture compatible in composition, <br />color and texture shall be used. <br />Recommended Whenever possible, the original building materials should be restored. <br />Metal or vinyl siding may be used when it is the only alternative to maintaining or <br />replacing the original surface material. When used over wood surfaces, this siding should <br />be the same size and style as the original wood. Every effort should be made to retain the <br />
