1 <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 12 January 2015 <br />Application Number: 2014-0112 <br />Property Location: 14309 Adams Road <br />Architectural Style/Date/Architect or Builder: 1847/upright and wing Greek Revival <br />Property Owner: Diana and Ronal Snyder <br />Landmark or District Designation: Local Landmark <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: The Metzger House is two storey plus attic Greek Revival <br />house with a one and half storey wing to the side with an addition the side rear has yellow brick common <br />bond walls. The main house is set upon a stone foundation. The roof has gable returns and a wide <br />continuous cornice and is covered with -asphalt shingles. There -is a -fan vent in -the-front-gable above_thp <br />cornice with the construction date. The windows are 6/6 wood double hung with stone sills. The front <br />door is flanked by sidelights, the entrance has a gabled roof supported by four fluted Doric wood <br />columns. <br />ALTERATIONS: The roofing materials are not original to the house. The enclosed porch, covered <br />walkway and three stall garage were added to the rear and side of the house with COA2004-00315-2. The <br />privacy fence surrounding the brick courtyard/patio was installed with COA2008-0507. <br />APPLICATION ITEMS: Please see attached narrative, site plan and figures. The Troyer Group <br />(engineer) is submitting this COA Application on behalf of St. Joseph County Engineering, Friends of <br />Granger Paths (project sponsors) and Diana and Ronald Snyder (property owners). <br />DESCRIPTION OF PROPOSED PROJECT. To install a multi use 10 foot concrete path along <br />Adams Road in the right of way 90' from the front of the house as part of the Phase lb/lc Granger Paths <br />Project. Three maple trees near the right-of-way must be removed to accommodate the path and avoid a <br />utility pole. These trees will be replaced with `Bowhall Maples", two (A&B) will be located in similar <br />locations in the front lawn; the replacement for Tree C will be on the opposite side of the driveway. <br />STANDARDS AND GUIDELINES: <br />The Commission has the authority to determine the architectural merits and the extent of any proposed <br />treatment, renovation, or addition to a historic landmark. The commission will require drawings, plans, <br />specifications, and/or samples where appropriate. <br />A. Maintenance <br />The maintenance of any historical structure or site shall in no way involve any direct physical change except <br />for the general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance <br />of all structure or sites. <br />B. Treatment <br />Treatment shall be defined as any change of surface materials that will not alter the style or original form. <br />Such improvements include re -roofing, glazing, or landscaping lawns and may involve a change that can <br />potentially enhance or detract from the character of the landmark. A treatment change of any surface whether <br />on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the <br />appearance of the landmark. Although these kinds of changes may not require a Building Permit, a Certificate <br />of Appropriateness may be necessary. The commission should review the proposed treatment for character and <br />style consistency with the original surfaces. <br />C. Renovation and Additions <br />Renovation is the modification of a structure, which does not alter the general massing while and addition, is a <br />change in mass. A modification, which involves the removal of a part of the landmark, should be considered <br />under demolition (see demolition). <br />
