STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 8 December 2015 <br />Application Number: 2015-1208 <br />Property Location: 307 Lamonte <br />Architectural Style/Date/Architect or Builder: 1921/ Colonial Revival <br />Property Owner: Bradley Management LLC <br />Landmark or District Designation: Chapin Park <br />Rating: Notable <br />DESCRIPTION OF STRUCTURE/ SITE: This two storey Colonial Revival is set upon a concrete, rectangular <br />foundation. There are two symmetrical brick chimneys intersecting the gable ends. The first storey is brick while <br />the second storey is stucco with moulded wood band course between the storeys. The side gable roof has asphalt <br />shingles. There is a small segmental entrance roof with moulded entablatures and Doric pilasters at the corners. <br />The windows are 8 -light casement windows grouped in fours on the first storey with soldier lintels. There are 3 - <br />unit casements in the second storey with a pair of 3 -light casements over the entrance. There are fan lights in the <br />gables. <br />ALTERATIONS: The casement windows in the second storey are vinyl replacements. The sidelights at the <br />entrance have been replaced by wood panels. The entrance is secured by plywood. The fan lights in the gables <br />were originally segmented. A wood frame, vinyl sided garage was added with COA#2014-1201 <br />APPLICATION ITEMS: Replace all windows with Jeld-Wen W-2500 aluminum -clad casement, double -hung, <br />and quarter round per quote. Replace asphalt shingles with Certainteed architectural dimensional shingles. <br />DESCRIPTION OF PROPOSED PROJECT: The owner has been restoring the house to a single family <br />dwelling. COA#2014-1202 approved a re -roof with Certain Teed architectural shingles; the re -roof is currently in <br />process. The COA also approved replacement of all windows with Anderson 400 Series Casement with Colonial <br />Grid plus quarter round windows. There was a misunderstanding over the material of the windows — HPC <br />approved aluminum clad as presented when in fact the 400 series is vinyl clad. Staff notified owner of the mistake <br />and owner has determined the Jeld-Wen W-2500 windows to be an acceptable replacement option. The current <br />metal casement windows are inoperable and not repairable and some have been replaced with single pane vinyl <br />replacement windows without divided lights. The proposal is to replace all windows throughout the house <br />including sunroom with a muntin pattern to resemble the originals. The fan lights in the gables will also be <br />replaced with segmented lights to resemble the originals. <br />STANDARDS AND GUIDELINES: <br />I. EXISTING STRUCTURES <br />C. WINDOWS AND DOORS <br />Window and door frames are in most cases wood and vary depending upon the style of the home. Many are <br />double hung windows with wood trim and sills. Brick structures have stone sills and brick lintels. In some cases <br />where aluminum siding has been applied, the window and door trim has been covered. About half of the <br />structures in the district have aluminum storm windows; the other half have wood storm windows. <br />Required <br />Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, <br />hoods and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the <br />original. <br />Recommended <br />Wood storm windows and doors painted or finished to match the original should be used but should not damage <br />existing frames. If new sashes or doors are installed, the existing or original materials, design and hardware <br />should be used. When metal storm doors are used, they should be painted, anodized or coated to match the <br />existing. When awnings are used, they should be of canvas material. <br />Prohibited <br />
