STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 6 April 2015 <br />Application Number: 2015 -0401A <br />Property Location: 330 West Colfax <br />Architectural Style/Date /Architect or Builder: Collegiate Gothic /Art Deco/1911-1913/1918- <br />1928/William B. Ittner, Architect <br />Property Owner: Forum Real Estate Group <br />Landmark or District Designation: Local Landmark and Multiple Resource National Register <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: The main entrance, located on St. James Court, is located in <br />a center projecting pavilion and is three storeys tall. The raised doorway is surrounded by limestone trim <br />that extends to include the large, stained glass stairwell window located over the door. Secondary <br />entrances located in the northeast and southeast quadrant also have limestone surrounds with the <br />entablatures containing panels illustrating the sciences. The multi -panel windows of the building are <br />clustered together in groups of threes and fours and divided by pilasters with limestone capitals. <br />Limestone spandrels separate the first and second floor windows. The roofline features a parapet, stone <br />lined crenellations and cut stone cornice line. The foundation is dressed stone. <br />ALTERATIONS: In 1993 the Historic Preservation approved the changes that allowed the Alexander <br />Company to adaptively reuse the school to create loft apartments. The Courtyard elevations had <br />aluminum replacement windows proposed and approved (1993). The chimney and power plant were <br />demolished (1994). All doors appear to be replacements. <br />APPLICATION ITEMS: Window repair /replacement due to wood corrosion creating water intrusion. <br />DESCRIPTION OF PROPOSED PROJECT: The Business Manager, Tina Bobbitt met with <br />Preservation Specialist, Steve Szaday on 30 March to evaluate the window system in the west facing <br />"penthouse ". It was discovered that the original wood storm windows, the wood windows and sills had <br />deteriorated significantly and cannot be repaired. The Management of Forum Real Estate is proposing to <br />replace the current deteriorated wood window and storm system with aluminum frame windows similar to <br />ones previously approved for this courtyard (see photographs). Action Glass Company proposes to install <br />in the 96 x 120 opening 2 fixed bronze anodized aluminum framework windows divided once vertically <br />and twice horizontally (see diagram) to resemble the original. The framework will have a 2" face and 4.5" <br />depth. All glazing to be clear, insulated, tempered where required. The brick and mortar opening for the <br />new installation will be repaired in kind, if necessary. <br />STANDARDS AND GUIDELINES: <br />A. Maintenance <br />The maintenance of any historical structure or site shall in no way involve any direct physical change <br />except for the general cleaning and upkeep of the landmark. The Commission shall encourage the <br />proper maintenance of all structure or sites. <br />B. Treatment <br />Treatment shall be defined as any change of surface materials that will not alter the style or original form. <br />Such improvements include re- roofing, glazing, or landscaping lawns and may involve a change that can <br />potentially enhance or detract from the character of the landmark. A treatment change of any surface whether <br />on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the <br />appearance of the landmark. Although these kinds of changes may not require a Building Permit, a Certificate <br />of Appropriateness may be necessary. The commission should review the proposed treatment for character and <br />style consistency with the original surfaces. <br />C. Renovation and Additions <br />
