Representation by Laura Blair <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 6 October 2014 <br />Application Number: 2014-1006A <br />Property Location: 1340 East Wayne Street <br />Architectural Style/Date/: Renaissance Revival/1929/Gibson House <br />Property Owner: Laura Blair <br />Landmark or District Designation: East Wayne Street LHD <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: The structure is a two storey frame construction with an irregular plan and brick <br />fagade. The hip roof has a wide overhang, supported by large brackets and is covered in asphalt shingles. The first storey has <br />grouped casement windows with concrete sills. The second storey has 6/1 double hung windows with brick header course sills <br />and soldier brick. The entryway is a central brick arch with stone keystones and irregularly located quoins. <br />ALTERATIONS: Original asbestos shingle roof replaced with asphalt architectural shingle with COA#2011-0803. <br />APPLICATION ITEMS: Railing across second floor Southside. <br />DESCRIPTION OF PROPOSED PROJECT: The homeowners have been informed by their Home's Insurance Agency and the <br />City's Building Department that a missing railing must be replaced on the exposed Southside of the second floor porch at the rear <br />of the house. City Code requires a barrier/fence on a second storey with an egress door to be at least 36 inches tall, any balusters <br />cannot be spaced wider that 4 inches from each other and the system must be able to withstand 200 pounds of horizontal resisting <br />force. Homeowners would install an aluminum raling system. <br />STANDARDS AND GUIDELINES: <br />Guidebook <br />East Wayne Street Local Historic District <br />D. Entrances, Porches and Steps <br />Most houses in the district have small open porches at the main entrance. Stoops and small patios also are in evidence. Of those <br />porches that have roofs, many have either hip or gable roofs or are covered by the main roof of the house. Columned porticos, <br />porches with broken pediments or turrets, and other porch forms characteristic of the Period Revival styles are also found in the <br />district. <br />REQUIRED: Existing or original porches, stoops, patios and steps including handrails, balusters, columns, brackets, tiles and <br />roof decorations shall be retained or replaces by replicas of the same design and materials when deteriorated beyond repair. <br />Porches and additions reflecting later architectural styles and which are important to the building's historical integrity shall be <br />retained. <br />RECOMMENDED: When enclosing porches for heat conservation or for other reasons, it should be done in a manner that does <br />not alter the architectural or historical character of the building. <br />PROHIBITED: Front porches, stoops, patios and steps that are important to the building's style and development shall not be <br />altered or removed. <br />NOT RECOMMENDED: Original porch details should not be replaced with materials representing an earlier period or style <br />from the original. <br />STAFF RECOMMENDATION: Staff recommends approval of the project. <br />C.D. Barn not in survey. <br />DESCRIPTION OF STRUCTURE/ SITE: The Michael Smith Farm Consists of the Italianate house rated Outstanding and a <br />collection of out buildings.
