On a motion by Tom Gordon with a second by Elizabeth Hertel to deny. <br />Vote: 5 —1 <br />Elizabeth Hertel -It is very clear that any trees that are removed should be replaced so that this is <br />not something that would have been in the time the neighborhood was built and developed. <br />Tom Gordon -If the tree is rotted to the height it has to be taken down that it constitutes a removal <br />of the tree and should be replaced. This is basically removing the tree and adding a sculpture that <br />is out of character for the historic district. <br />Tim Klusczinski-Guidelines and standards encourage a regeneration of the tree canopy. The <br />carving of this once living feature transforms it into permanent signage which does not lends <br />itself to the visible landscaping features of the site as the guidelines and standards outline. There <br />is some ambiguity on the project between 12 and 15 feet upon completion so we don't have <br />tighter dimensions for that; we don't have information on whether or not the tree and the <br />remaining tree carcass is structurally sound to be able to handle the project. <br />Brandon Anderson -We have a responsibility to maintain a historical character and I don't think <br />this project speaks to the nineteen teens nineteen twenties character. <br />Lynn Patrick -Citing standards pg 28 that new materials shall be compatible with the character of <br />the neighborhood, the size, scale, material and color and citing pg 47 when trees succumb to age, <br />disease or storm damage that suitable substitutes shall be chosen. <br />COA#2014-1002A Denied. <br />4. 728 Leland COA#2014-1006 Chapin Park <br />No representation <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: October 6, 2014 <br />Application Number: 2014-1006 <br />Property Location: 728 Leland <br />Architectural Style/Date/Architect or Builder: Gabled E11/1899 <br />Property Owner: Greg Schoff <br />Landmark or District Designation: Chapin Park LHD/NRD <br />Rating: Non -Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: The two storey gabled ell is situated on an open site on a busy urban comer. It has <br />asphalt shingles on the cross gable roof and narrow aluminum or vinyl siding on the walls. There is a central brick chimney and 2 <br />small corner porches on both sides of the central gable with turned wood columns. The windows are 1/1 vinyl replacement <br />windows; the doors are replacement. <br />ALTERATIONS: The original rear porch was removed and a 12x24' addition was built in 1940. The house originally may have <br />been a duplex, became a tri-plex and is now converted to a single family. The only original fabric remaining of the house is the <br />foundation, chimney and the turned wood porch columns. The two car wood garage noted on the assessor card was demolished <br />sometime after 1949. Replace roof with RME#2014-1002. <br />APPLICATION ITEMS: Build shed, build deck and install fencing. <br />DESCRIPTION OF PROPOSED PROJECT: There are three components to the proposed property: 1. Install a new 6' high <br />wood dogear privacy fence to the rear yard on the south side. <br />2. Add a new pre -fabricated 10'x6' wood frame shed to rear yard. <br />3. Build a new 10'x20' treated wood deck in rear yard off the back entrance door. There will be two sets of steps down to the <br />yard, one on the north alley side and one on the east exiting just in front of the new shed. A pergola structure will be over <br />approximately half of the deck on the south side nearest the new fence. <br />STANDARDS AND GUIDELINES: <br />1. THE ENVIRONMENT <br />A. THE DISTRICT ENVIRONMENT <br />The Chapin Park Local Historic District is a particularly fine residential area located close to downtown South Bend, the St. <br />Joseph River, Memorial Hospital and Leeper Park. This section is meant to protect and guide appropriate maintenance of the <br />common areas of the district (i.e. visual landscape and streetscapes). <br />Required <br />Brick streets contribute greatly to the character of the neighborhood. These streets have always been essentially passenger car <br />thoroughfares. The appointments of the streets (i.e. lighting, curbs, horse hitches and monuments) should contribute as much as <br />possible to their architectural, historic and residential character. Retention and maintenance of existing brick streets in the district <br />is required. Repair work to fill <br />voids and gaps must utilize brick paver materials and acceptable installation methods whenever applicable. When utility work <br />dictates the removal of street sections (pavers), the original materials will be reinstalled. Brick streets shall be patched with brick <br />pavers. Concrete, asphalt, fillers and similar materials shall not be used. All original streetlights shall be maintained, especially <br />the George Cutter "Park View" streetlights designed by the Cutter Company for this neighborhood. Present efforts by the <br />M <br />
