STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />mate: 6 October 2014 <br />Application Number: 2014-1006A <br />Property Location: 1340 East Wayne Street <br />Architectural Style/Date/: Renaissance Revival/I929/Gibson House <br />Property Owner: Laura Blair <br />Landmark or District Designation: East Wayne Street LHD <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: The structure is a two storey frame construction with an irregular <br />plan and brick fagade. The hip roof has a wide overhang, supported by large brackets and is covered in asphalt <br />shingles. The first storey has grouped casement windows with concrete sills. The second storey has 6/1 double hung <br />windows with brick header course sills and soldier brick. The entryway is a central brick arch with stone keystones <br />and irregularly located quoins. <br />ALTERATIONS: Original asbestos shingle roof replaced with asphalt architectural shingle with COA#2011- <br />0803. <br />APPLICATION ITEMS: Railing across second floor southside. <br />DESCRIPTION OF PROPOSED PROJECT: The homeowners have been informed by their Home's Insurance <br />Agency and the City's Building Department that a missing railing must be replaced on the exposed southside of the <br />second floor porch at the rear of the house. City Code requires a barrier/fence on a second storey with an egress <br />door to be at least 36 inches tall, any balusters cannot be spaced wider that 4 inches from each other and the system <br />must be able to withstand 200 pounds of horizontal resisting force. Homeowners would install an aluminum raling <br />system. <br />STANDARDS AND GUIDELINES: <br />Guidebook <br />East Wayne Street Local Historic District <br />D. Entrances, Porches and Steps <br />Most houses in the district have small open porches at the main entrance. Stoops and small patios also are in <br />evidence. Of those porches that have roofs, many have either hip or gable roofs or are covered by the main roof of <br />the house. Columned porticos, porches with broken pediments or turrets, and other porch forms characteristic of <br />the Period Revival styles are also found in the district. <br />REQUIRED: Existing or original porches, stoops, patios and steps including handrails, balusters, columns, <br />brackets, tiles and roof decorations shall be retained or replaces by replicas of the same design and materials when <br />deteriorated beyond repair. Porches and additions reflecting later architectural styles and which are important to the <br />building's historical integrity shall be retained. <br />RECOMMENDED: When enclosing porches for heat conservation or for other reasons, it should be done in a <br />manner that does not alter the architectural or historical character of the building. <br />PROHIBITED: Front porches, stoops, patios and steps that are important to the building's style and development <br />shall not be altered or removed. <br />NOT RECOMMENDED: Original porch details should not be replaced with materials representing an earlier <br />period or style from the original. <br />STAFF RECOMMENDATION: Staff recommends approval of the project. <br />C.D.
