Greg Schoff <br />Landmark or District Designation: Chapin Park LHD/NRD <br />Rating: Non -Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: The two storey gabled ell is situated on an open site on a <br />busy urban corner. It has asphalt shingles on the cross gable roof and narrow aluminum or vinyl siding on <br />the walls. There.is 'a central brick chimney and 2 small corner porches on both sides of the central gable <br />with turned wood columns. The windows are 1/1 vinyl replacement windows; the doors are replacement. <br />ALTERATIONS: The original rear porch was removed and a 12x24' addition was built in 1940. The <br />house originally may have been a duplex, became a tri-plex and is now converted to a single family. The <br />only original fabric remaining of the house is the foundation, chimney and the turned wood porch <br />columns. The two car wood garage noted on the assessor card was demolished sometime after 1949. <br />Replace roof with RME#2014-1002. <br />APPLICATION ITEMS: Build shed, build deck and install fencing. <br />DESCRIPTION OF PROPOSED PROJECT: There are three components to the proposed property: <br />1. Install a new 6' high wood dogear privacy fence to the rear yard on the south side. <br />2. Add a new pre -fabricated 10'x6' wood frame shed to rear yard. <br />3. Build a new 10'x20' treated wood deck in rear yard off the back entrance door. There will be two sets <br />of steps down to the yard, one on the north alley side and one on the east exiting just in front of the new <br />shed. A pergola structure will be over approximately half of the deck on the south side nearest the new <br />fence. <br />STANDARDS AND GUIDELINES: <br />I. THE ENVIRONMENT <br />A. THE DISTRICT ENVIRONMENT <br />The Chapin Park Local Historic District is a particularly fine residential area located close to downtown <br />South Bend, the St. Joseph River, Memorial Hospital and Leeper Park. This section is meant to protect <br />and guide appropriate maintenance of the common areas of the district (i.e. visual landscape and <br />streetscapes). <br />Required <br />Brick streets contribute greatly to the character of the neighborhood. These streets have always been <br />essentially passenger car thoroughfares. The appointments of the streets (i.e. lighting, curbs, horse hitches <br />and monuments) should contribute as much as possible to their architectural, historic and residential <br />character. Retention and maintenance of existing brick streets in the district is required. Repair work to fill <br />voids and gaps must utilize brick paver materials and acceptable installation methods whenever <br />applicable. When utility work dictates the removal of street sections (pavers), the original materials will <br />be reinstalled. Brick streets shall be patched with brick pavers. Concrete, asphalt, fillers and similar <br />materials shall not be used. All original streetlights shall be maintained, especially the George Cutter <br />"Park View" streetlights designed by the Cutter Company for this neighborhood. Present efforts by the <br />
