STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: May 5, 2014 <br />Application Number: 2014 — 0502 <br />Property Location: 1402 —1404 Lincoln Way East <br />Architectural Style/Date/Architect or Builder: T — Plan/1882 <br />Property Owner: 1402 —1404 Land Trust <br />Landmark or District Designation: Lincoln Way East <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: A T — Plan farmhouse, two storey with cross gabled asphalt <br />shingled roof set upon an irregular brick foundation. According to survey card, there are tall narrow <br />paired 1/1 double hung windows. <br />ALTERATIONS: Mastic replacement siding that is installed down to the earth covering the foundation, <br />artificial "stone" veneer on front first storey, some vinyl replacement windows, aluminum storms on most <br />windows, plastic shutters of inappropriate and mismatched sizes, replacement metal doors, original porch <br />may have been removed (according to survey card), two concrete porch stoops with wood 2 x 4s <br />supporting roofs, a large addition onto rear and side transforming into a duplex with a flat roof, plywood <br />over every opening. <br />APPLICATION ITEMS: Dutch lap siding applied directly of existing mastic siding. Remove existing <br />vinyl siding replace with new. Replace existing double hung windows with vinyl Alside double hung <br />windows. Wrap existing windows with aluminum. Install frieze boards and corner boards. Install new 6 <br />panel doors 5 openings. Install trim around front doors. Install vinyl/aluminum soffit/fascia. Install <br />loadbearing fiber cement columns on front porch. <br />DESCRIPTION OF PROPOSED PROJECT:, 1402 —1404 Land Trust recently purchased this <br />property and is working with a Code Enforcement ruling that originated as a demolition order that is now <br />modified to a repair order (04 —109) with all exterior repairs to be completed by 10/31/14 and interior <br />repairs 5/9/14. As a vacant and abandoned property, it has been neglected and is quite deteriorated. Other <br />than some wood windows, there is next to nothing original left of this property and those materials have <br />exceeded their useful life. Owner has applied for all the relevant application items to meet the Code ruling <br />by deadline and has been working with HPC Staff on the specific details. HPC has in its file, COA#2002 <br />— 0607B, an approval to replace all windows in the house (with conditions) and for new siding (no <br />specifics), that was never executed. RME#2014 — 0430 was issued to allow new dimensional asphalt <br />shingles to be installed. <br />Staff has advised owner that the preferred solution would be to remove the existing artificial siding and <br />evaluate repair of the original siding, however, with the Code ruling/deadline and the uncertainty of the <br />condition of the siding underneath the mastic, this would not be feasible. Regarding the existing windows, <br />it was hard to tell which ones were wood and which were replaced with vinyl because there is plywood <br />over some windows. From the exterior observation, the windows that are not covered in plywood have <br />deteriorated, including completely rotted sills and trim. Additionally, the aluminum storm windows were <br />likely a product of the 1970s and it is my assumption that none of the windows have been maintenance <br />since at least the time of storm installation, approximately 30 — 40 years ago. Upon reviewing the <br />application items and performing a site visit, the application items seem to be an acceptable solution to <br />put this property back into use.
