STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE -OF -APPROPRIATENESS <br />Date: May 8, 2014 <br />Application Number: 2014 — 0414 <br />Property Location: 327 West Madison <br />Architectural Style/Date/Architect or Builder: American Foursquare/1910 <br />Property Owner: Stanley Molenda <br />Landmark or District Designation: Chapin Park <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: The property is a two storey American Foursquare house <br />with a rectangular plan set upon a brick foundation. Roof is hipped with a front hip dormer all finished in <br />asphalt shingles. A full width front porch is supported by Doric columns set upon brick piers. Windows <br />are wood 1/1 double hung. Dormer has three grouped fixed sash windows. The front door is wood panel <br />with a large single light. <br />ALTERATIONS: Aluminum storm windows and storm door have been added. Asbestos shingle siding <br />has been installed. The wood rail of the porch is not original. <br />APPLICATION ITEMS: Demolish house. <br />DESCRIPTION OF PROPOSED PROJECT: Demolish house and haul away debris, remove <br />basement; fill in site level and landscape with grass. <br />STANDARDS AND GUIDELINES: <br />Chapin Park Local Historic District <br />V. GENERAL <br />A. Buildings in the district should not be demolished except where a building poses a threat to the public <br />safety, and demolition is the only alternative. Documentation of interior and exterior features of the <br />original buildings, especially homes rated as historically significant, is encouraged. Measured drawings <br />and photographs may be submitted to the Historic Preservation Commission for safekeeping and future <br />reference. <br />STAFF RECOMMENDATION: Staff recommends approval since the house has deteriorated to the <br />point that it is unsafe to enter. <br />C.D.
