STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 6 March 2014 <br />Application Number: 2014-0306 <br />Property Location: 1012 Riverside Drive <br />Architectural Style/Date/Architect or Builder: Period Revival/1920 <br />Property Owner: Mike Keen and Gabrielle Robinson <br />District Designation: Riverside Drive <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: 1012 Riverside Drive is a 2 storey plus attic structure set upon a <br />brick foundation. The walls are stucco and the gable roof is covered in clay tile. There is an arched pergola over <br />the entrance and a semi circular transom arch over the door of the attached garage. The windows are multi paned <br />casements; wood frame large round arch windows are on flanking wings. <br />ALTERATIONS: The shutters and iron style window boxes were added in 1998. The rear French doors and <br />overhead garage doors are 1999 replacements; the terrace walls were restored in 1999. <br />APPLICATION ITEMS: Install 5 solar panels on top of garage roof. See attached preliminary design for a 1.52 <br />KWh photovoltaic system along with computer simulations of what completed installation will look like. <br />DESCRIPTION OF PROPOSED PROJECT: Staff met with Mike Keen and Nathan Vogel of Inovateus Solar <br />in the spring of 2013 at 1012 Riverside Drive. Staff reviewed the proposed location of the solar panels in a <br />depressed area on the garage roof behind the parapet. This is the proposed location under consideration. The flat <br />solar panels will be installed and will not be visible from the thoroughfare. <br />STANDARDS AND GUIDELINES: <br />B. ROOFS ANDROOFING <br />Roof shapes in the district encompass all the various designs found in residential structures: hipped, gable, <br />gambrel, flat, and combinations of these. Roofs are covered with a variety of materials such as asphalt, <br />asbestos, wood and slate shingles as well as clay tiles. Residences in most cases have wood facias with gutters <br />and downspouts. The facias of some vinyl or aluminum sided houses are covered with the same material. <br />Required <br />The existing shape and materials of the roof shall be retained. All architectural features which give the roof <br />its essential character shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, <br />cresting and weather vanes. <br />Recommended <br />Whenever possible, the original shape and materials of the roof shall be restored. Particular effort should be <br />made to retain materials such as slate, tile, and other unique materials not commonly found in new <br />construction. Roof covering which is deteriorated beyond repair should be replaced with new material that <br />matches as closely as possible the original in composition, size, shape, color and texture. Gutters and <br />downspouts are often a necessary adjunct in order to prevent deterioration of the structure; they should be <br />maintained whenever possible or replaced with a style comparable and suitable to the architectural period. <br />Prohibited <br />Nothing shall be done to change the essential character of the roof as viewed from the thoroughfare by <br />adding architectural features or large unsightly fixtures, or by using materials inappropriate to the style of <br />the house. The roof shall not be stripped of architectural features important to its character. <br />Not Recommended <br />Overhanging eaves, soffits, brackets and gables should not be covered or enclosed when adding metal or <br />vinyl siding to a building. <br />E. MECHANICAL SYSTEMS <br />The majority of the structures within the district have oil or gas heat, and have brick chimneys through the <br />roof. Some houses have one or two window air conditioners. <br />Required <br />
