STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Application Number: 2014-0520 <br />Property Location: 1524 East Wayne Street <br />Architectural Style/Date/Architect or Builder: Tudor Revival/1928/H.R. Stapp <br />Property Owner: Julie and Chris Thornton <br />Landmark or District Designation: East Wayne Street <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: The Tudor Revival house is a 2 storey <br />frame on a rectangular plan. It has a gale roof with molded raking trim covered in asphalt <br />shingles. The body of the house is mainly brick with a herringbone pattern in the front <br />gable. There are shed roof wall dormers at the side. The original windows are paired 6 <br />light casement windows with fixed transoms and some fixed sidelights. There are new <br />Pella Casements replacement windows in the openings of the northwest front facades. <br />The windows have brick header course sills. There is, a front gable at the entry with a <br />wavy pattern wood siding in the gable. The front porch has tile flooring with wrought <br />iron railings. <br />ALTERATIONS: The roof was replaced in-kind in 2008. There are new Pella <br />aluminum clad casements in the northwest front fagade. <br />APPLICATION ITEMS: Replace windows. <br />DESCRIPTION OF PROPOSED PROJECT: The Thorntons have replaced the ' <br />casement windows on the northwest front fagade of the house with Pella ProLine, 2 -Wide <br />aluminum clad wood casement windows. They propose to replace the casements in the <br />Family Room located on the northwest front fagade with the same Pella ProLine 2 -Wide <br />Casements (Exhibit #1). The propose to replace the casement windows on the East <br />fagade in both the first storey and second storey Master Bedroom with Proline 2 -Wide <br />Casements (Exhibit 2). They also propose to replace 2 fixed side lights on the first storey <br />of the East fagade with Pella ProLine, Sash Set Fixed (Exhibit 3). Also please refer to <br />photographs. <br />Steve Szaday, Preservation Specialist, saw the work being done without permits or COA. <br />The homeowner was unaware that in the fine print of the Pella quote (one of three for this <br />project) was the obligation of the homeowner to apply for all permits. Mr. Thornton was <br />rather upset with the contractors who started this job without the proper permits and he <br />immediately called HPC Office and arranged to come into the Office and apply for the <br />COA. <br />STANDARDS AND GUIDELINES: East Wayne Street: <br />C. WINDOWS AND DOORS I <br />Window and door frames are of wood or steel (some casements) or in the case of brick <br />structures, stone sills and brick lintels Where metal or vinyl siding has been applied, <br />window trim has been covered. Storm windows are of wood or aluminum. <br />
