STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: July 9, 2014 <br />Application Number: 2014 — 0703 <br />Property Location: 301 South Sunnyside Avenue <br />Architectural Style/Date/Architect or Builder: Tudor Revival/1930,11.R. Stapp <br />Property Owner: Paul and Molly Buser <br />Landmark or District Designation: East Wayne Street <br />Rating: Notable <br />DESCRIPTION OF STRUCTURE/ SITE: A two storey frame house with ail irregular plan. A steep <br />gabled roof has flared eaves and asphalt shingles. Faqade materials are brick, stucco, and half-timbering. <br />Windows are 6 -light casements with fixed transom. <br />ALTERATIONS: Slate roof replaced with asphalt shingles (COA10996-0703). <br />APPLICATION ITEMS: Remove and extend rear yard pat io/garden area towards the north (per <br />attached drawings). Ad . d new covered pergola structure linking house to garage, extend existing 6'-0" <br />fence @ west property line. Add new 136"-48" tall fence from west property line to screen porch. <br />DESCRIPTION OF PROPOSED PROJECT: The rear yard patio/garden area is discreet from street <br />view. The extension of the existing fence, of the same style, will make the entire rear yard private. A new <br />cedar pergola with raised scam metal roof will be slightly visible from Sunnyside over an existing brick <br />r <br />arch entry to the rear yard but is designed in character with the property, incorporating architectural detail <br />of the original structure. <br />STANDARDS AND GUIDELINES:, <br />I. THE ENVIRONMENT <br />A. THE DISTRICT ENVIRONMENT <br />The district is characterized by its proximity to downtown South Bend. It encompasses several blocks of <br />East Wayne Street, North and South, from Eddy Street east to Greenlawn and the south side of Jefferson <br />Boulevard from Eddy Street east to Sunnyside Avenue. The district is bounded on the north by Jefferson <br />Boulevard from Eddy Street to Sunnyside Avenue and then by the north property lines of the Wayne <br />Street properties to Greenlawn. The south boundary is the southern right of way of the alley or the <br />southern property lines of East Wayne Street, South. Unique features of the neighborhood include the <br />island or homes between East Wayne Street North and East Wayne Street South, the parks at each end of <br />the island, and the brick pillars at the entrance way (Eddy Street) to the subdivision with signage reading <br />"Whitcomb and Keller's Sunnymede." <br />Definition <br />- the term "trees" in the following standards shall be defined as follows: <br />shade trees - twelve (12) inches in diameter. <br />ornamental trees - four (4) inches in diameter or fifteen (15) feet in height. <br />evergreen trees - eight (8) inches in diameter or fifteen (15) flet in height*. <br />Any removal or planting of trees which are of the sizes indicated above or larger shall be reviewed by the <br />Historic Preservation Commission. *Definition of trees by David Barneord, ASLA, Indiana Certified <br />I <br />Landscape Architect, THE LANDSCAPE DESIGN COMPANY, INC. <br />
