CERTIFICATE OF APPROPRIATENESS <br />1. 711 Forest COA#2013-1218 Chapin Park <br />Representation by Karen Ainsley, owner and Rob Hunter of Kolbe, contractor <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 13 January 2014 <br />Application Number: 2013-1218 <br />Property Location: 711 Forest Avenue <br />Architectural Style/Date/Architect or Builder: Queen Anne/1897 <br />Property Owner: Karen Ainsley and Tim Scott <br />Landmark or District Designation: Chapin Park LHD/NR <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: 711 Forest is a two storey house with an irregular floor plan on a brick foundations <br />with a polygonal tower at the comer between the central and south gables. The house is vinyl sided. The roof is covered in <br />asphalt shingles. The windows are 1/1 wood double hung. There are some wood storm -windows. It is situated on a large <br />triangular corner lot at the intersection of Portage and Forest. They lot is extensively landscaped and is enclosed with an <br />architectural steel wrought iron style fence. <br />ALTERATIONS: The vinyl siding and asphalt roofing materials are not original to the house. The fence was approved and <br />installed with COA#2008-1009. <br />APPLICATION ITEMS: The homeowner at 711 Forest Avenue request an exact in-kind replacement of Kolbe and Kolbe <br />custom made wood windows. It is proposed to replace 19 windows in the home with Kolbe and Kolbe custom wood sash kits to <br />protect the interior trim and replicate the exterior appearance of the house. <br />DESCRIPTION OF PROPOSED PROJECT: <br />The Preservation Specialist visited the property at 711 Forest Ave on 17 Jan 2014. He met with the applicant/homeowner Karen <br />Ainsley and Rob Hunter from Kolbe and Kolbe. Steve Szaday (P.S) determined that due to the amount of settling and <br />deterioration it is recommended that the sashes be replaced. Most of the windows are so out of size and square that the they <br />neither open nor close. Four of the windows in the house have cracked glass as a result. The interior trim is omate and is <br />continuous throughout the house. Several repairs have been made around the windows and wallpapered over. The owner <br />expressed a desire to change as little as possible as to preserve the existing wonderful look and feel, this is why they are looking <br />to replace just the sashes. Exterior noise as well as airflow was evident throughout the house. Currently shims and draft barriers <br />(towels) are being used in several windows to keep the noise/cold out. <br />STANDARDS AND GUIDELINES: <br />CHAPIN PARK STANDARDS AND GUIDELINES <br />C. WINDOWS AND DOORS <br />Window and door frames are in most cases wood and vary depending upon the style of the home. Many are double hung <br />windows with wood trim and sills. Brick structures have stone sills and brick lintels. In some cases where aluminum siding has <br />been applied, the window and door trim has been covered. About half of the structures in the district have aluminum storm <br />windows; the other half have wood storm windows. <br />Required <br />Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods and <br />hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. <br />
