STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 13 January 2014 <br />Application Number: 2013-1218 <br />Property Location: 711 Forest Avenue <br />Architectural Style/Date/Architect or Builder: Queen Anne/1897 <br />Property Owner: Karen Ainsley and Tim Scott <br />Landmark or District Designation: Chapin Park LHD/NR <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE,: 711 Forest is a two storey house with an <br />irregular floor plan on a brick foundations with a polygonal tower at the comer between <br />the central and south gables. The house is vinyl sided. The roof is covered in asphalt <br />shingles. The windows are 1/1 wood double hung. There are some wood storm -windows. <br />It is situated on a large triangular corner lot at the intersection of Portage and Forest. <br />They lot is extensively landscaped and is enclosed with an architectural steel wrought <br />iron style fence. <br />ALTERATIONS: The vinyl siding and asphalt roofing materials are not original to the <br />house. The fence was approved and installed with COA#2008-1009. <br />APPLICATION ITEMS: The homeowner at 711 Forest Avenue request an exact in- <br />kind replacement of Kolbe and Kolbe custom made wood windows. It is proposed to <br />replace 19 windows in the home with Kolbe and Kolbe custom wood sash kits to protect <br />the interior trim and replicate the exterior appearance of the house. <br />DISCRIPTION OF PROPOSED PROJECT: <br />The Preservation Specialist visited the property at 711 Forest Ave on 17 Jan 2014. He met with <br />the applicant/homeowner Karen Ainsley and Rob Hunter from Kolbe and Kolbe. Steve Szaday <br />(P.S) determined that due to the amount of settling and deterioration it is recommended that the <br />sashes be replaced. Most of the windows are so out of size and square that the they neither open <br />nor close. Four of the windows in the house have cracked glass as a result. The interior trim is <br />ornate and is continuous throughout the house. Several repairs have been made around the <br />windows and wallpapered over. The owner expressed a desire to change as little as possible as to <br />preserve the existing wonderful look and feel, this is why they are looking to replace just the <br />sashes. Exterior noise as well as airflow was evident throughout the house. Currently shims and <br />draft barriers (towels) are being used in several windows to keep the noise/cold out. <br />STANDARDS AND GUIDELINES: <br />CHAPIN PARK STANDARDS AND GUIDELINES <br />C. WINDOWS AND DOORS <br />Window and door frames are in most cases wood and vary depending upon the style of the home. <br />Many are double hung windows with wood trim and sills. Brick structures have stone sills and <br />brick lintels. In some cases where aluminum siding has been applied, the window and door trim <br />has been covered. About half of the structures in the district have aluminum storm windows; the <br />other half have wood storm windows. <br />
