STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 2 December 2014 <br />Application Number: 2014-1201 <br />Property Location: 307 Lamonte <br />Architectural Style/Date/Architect or Builder: 1921/ Colonial Revival <br />Property Owner: Bradley Management LLC <br />Landmark or District Designation: Chapin Park <br />Rating: Notable <br />DESCRIPTION OF STRUCTURE/ SITE: This two storey Colonial Revival is set upon a concrete, rectangular <br />foundation. There are 2 symmetrical brick chimneys intersecting the gable ends. The first storey is brick while the <br />second storey is stucco with moulded wood band course between the storeys. The side gable roof has asphalt <br />shingles. There is a small segmental entrance roof with moulded entablatures and Doric pilasters at the corners. <br />The windows are 8 light casement windows grouped in fours on the first storey with soldier lintels. There are 3 unit <br />casements in the second storey with a pair of three light casements over the entrance. There are fan lights in the <br />gables. <br />ALTERATIONS: The roof is not original to the house. The casement windows in the second storey are vinyl <br />replacements. The sidelights at the entrance have been replaced by wood panels. The entrance is secured by <br />plywood instead of a door. The fan lights in the gables were originally segmented. <br />APPLICATION ITEMS: Build a garage, as to plan given; replace all windows with Anderson 400 Series <br />Casement with Colonial Grid as shown in pictures; plus quarter round windows; replace roof with cedar tan <br />cerenteed shingle house with architectural dimensional. Would like permission to side the house with vinyl siding <br />like some of the houses on the rest of the block so the siding on the garage matches the siding on the house. I <br />would like to add 3 steel doors 1) front door with two sidelights, 2.) back porch, 3. Basement door to basement. <br />New gutters with downspouts -5 inch down spouts our gutter truck. <br />DESCRIPTION OF PROPOSED PROJECT: The owner is restoring the house to a single family_dwelling_ <br />(Sheets A-1 through A-5) The owner proposes to change the roofing to architectural asphalt shingles from <br />interlocking asphalt shingles. The current metal casement windows are inoperable and not repairable and some <br />have been replaced with single pane vinyl replacement windows without divided lights. They propose to change <br />out all of the windows throughout the house and in the sunroom and replace them with Anderson 400 Series <br />aluminum clad wood casement windows with the Colonial grid patterns replicating the originals. The fan lights in <br />the gables will also be replaced. (Product information #1&#2). A wood frame, vinyl sided garage is proposed that <br />will have roofing material which will match the house. (Sheets A-6 through A-9). They are also proposing to vinyl <br />side the stucco second storey to match the siding of the garage. The missing and deteriorated doors will be replaced <br />with steel door systems that will closely match the originals., Staff has not received product information on the - <br />doors from Tim Johnson. He will either bring it to the meeting or I will e-mail it to the Commission. <br />STANDARDS AND GUIDELINES: <br />I. EXISTING STRUCTURES <br />A. BUILDING MATERIALS <br />Original exterior building materials in the district include brick, stucco, clapboard, wood shingles, <br />and brick or stone masonry. In some instances, vinyl, composite and aluminum siding have been <br />applied over the original material. <br />Required <br />Original exterior building materials shall be retained when possible. Deterioration of wood mate- <br />rials shall be prevented through repair, cleaning and painting. The existing architectural detail <br />around windows, porches, doors and eaves shall be retained or replaced by replicas of the same <br />design when deteriorated beyond repair. <br />Masonry, including brick and stucco structures, shall be maintained, and properly cleaned only <br />when necessary to halt deterioration or to remove stains and shall be done in a method acceptable <br />
