STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 4 September 2013 <br />Application Number: 2013-0903 <br />Property Location: 1313 E. Wayne Street South <br />Architectural Style/Date/Architect or Builder: Colonial Revival/1926/Whitcomb&Keller <br />Property Owner: Sarah and Shannon Cullinan <br />Landmark or District Designation: East Wayne Street <br />Rating: Notable <br />DESCRIPTION OF STRUCTURE/ SITE: This two storey brick faced Colonial Revival home with <br />the original slate tiles on the gable roof and a large front shed dormer. The windows are 8/1 double hung <br />sashes with brick header course sills and brick soldier course lintels with ornamental louvered shutters. <br />There is a central gable entrance canopy, arched under with entablature, cornice and brackets. The porch <br />steps and walkway are concrete. <br />ALTERATIONS: The original rear Pergola type porch noted in the 1986 survey card was removed in <br />1991 and the one storey rear brick addition constructed.. The 1995 second storey clapboard rear addition <br />eliminated the rear shed dormer and also created a second storey bay window over the brick bay window <br />of the 1991 addition. <br />APPLICATION ITEMS: We seek to expand and enclose an existing back step and overhang on an <br />existing addition to our home to create a small mudroom. The entry way and proposed changes are in no <br />way visible from the street. The new mudroom space would dramatically improve entry and traffic flow <br />into the home, as the current entry arrives into the heart of the kitchen. The proposed dimensions for the <br />expanded space are 10'4" in length and less than 6' deep (which is no deeper than the existing set of <br />stairs). The current doorway and lighting would be maintained and used at new point of entry. It is <br />believed this will be an improvement to both the aesthetic and functional appeal of the home, as its design <br />will help to unify the exterior of the existing addition and increase efficiency in its storage and traffic flow <br />at this critical and primary point of entry for a family of six. <br />DESCRIPTION OF PROPOSED PROJECT: This project will create a 10'4" X 6' one storey rear <br />entry addition to the 1991 rear addition of the house. All materials will match existing brick and or cedar <br />plank siding consistent with the existing additional and will match windows and architectural shingle <br />roofing. Please see photographs and diagrams submitted. <br />STANDARDS AND GUIDELINES: East Wayne Street Local Historic District <br />III. NEW CONSTRUCTION <br />New construction includes any new building or structure constructed within the boundaries of the historic district, <br />or any new addition to an existing building. New construction should be designed considering the appearance of the <br />other buildings in the neighborhood. <br />A. HEIGHT AND PROPORTION <br />The majority of structures in the district are two stories high and are square, rectangular, or irregular in plan. There <br />are a few story -and -a -half residences. The prevalent facade proportions are between a 1:1 and a 1:2 height -to -width <br />ratio. <br />Required <br />The height of a new structure and its height -to -width proportions shall be consistent with adjacent buildings in the <br />district. The building height shall be no greater than that of the tallest existing structure and no less than that of the <br />lowest existing structure of the same type in the same block. Facade proportions shall be established by permitting <br />no structure with a facade wider or narrower- than those existing in the same block. Additions to existing buildings <br />shall be related in height and proportion to the existing structure. <br />Recommended <br />Contemporary designs should be compatible in character and mood to the building or neighborhood. <br />
