Landmark or District Designation: Taylor's Field <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: This 2 storey plus attic frame house was constructed on a square brick foundation. <br />The walls are covered with wood shingles. The roof is a pyramid with gable ended dormers having soffit returns and is covered <br />with asphalt shingles. The porch roof is supported by paired and triple Doric columns set on plinths supported by brick piers <br />with stone caps. There is a wood balustrade around the porch. The windows are 9/1 double hung with aluminum stonn <br />windows. <br />ALTERATIONS: The roof has been re -placed and some of the windows do not appear to be original to the house. <br />APPLICATION ITEMS: Demolition of house and fence and removal of basement.. <br />DESCRIPTION OF PROPOSED PROJECT. Demolition of the building then landscaping the vacant lot. <br />STANDARDS AND GUIDELINES: <br />V.GENERAL <br />A. Buildings in the district should not be demolished except where a building poses a threat to the public safety, and demolition is <br />the only alternative. Documentation of interior and exterior features of the original buildings, especially homes rated as <br />historically significant, is encouraged. Measured drawings and photographs may be submitted to the Historic Preservation <br />Commission for safekeeping and future reference. <br />STAFF RECOMMENDATION: Staff recommends approval. The house has had numerous break-ins and several fires. Staff <br />attempted many times over a 2 year period to secure the building and alert the police to vagrants in the building after owners <br />walked away from the property. This was once rated Notable in the South Bend survey and would be an appropriate candidate <br />for interior salvage and the front entrance sidelights. <br />Prepared by C.D. Wayne Street <br />Architectural Style/Date/Architect or Builder: Tudor Revival/1925/HR Stapp/Whitcomb&Keller <br />Property Owner: Bach Investments LLC <br />Landmark or District Designation: East Wayne Street <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: This two storey brick Tudor Revival home has the original asbestos tile on the steep <br />gable roof and paired metal casement windows: 3 x 3 lights and 4 x 4 lights. There are glass block in the south wall of the one <br />storey gabled section and again at the rear of the house next to a French door. There is a picture window in the rear wall in the <br />first storey. There is an attached garage with a gabled roof and dormer. The entire exterior is stucco with a half brick wall. There <br />is an additional entrance on the north side of the house toward the front with a flat roof supported by a wrought iron railing <br />system. The front door is solid wood. <br />ALTERATIONS: The picture window in the rear and the glass blocked in arrears are not original to the house. The additional <br />side entrance with flat porch roof and wrought iron were later additions as well. <br />APPLICATION ITEMS: Some exterior painting, new roof, new windows, complete interior rehab and possible new. like <br />gutters. Side porch roof replacement. <br />DESCRIPTION OF PROPOSED PROJECT: Bach Investments LLC has engaged Capstone Building and Remodeling to <br />oversee these projects. They propose to cover the asbestos shingles with GAF Slateline asphalt shingles. The metal windows can <br />not be repaired; the kitchen windows are original but the rest are 1970s aluminum casement -look or fixed single pane. They will <br />replace them with wood custom double hung and wood casements to fit in the original openings. They will have dimensional <br />performance divided lites without brick mould but with exterior trim detailed in Capstone's Report. They will be designed with a <br />3 degree slope to shed water. They also propose to replace the non -original side front door overhang with a fixed awning style <br />porch roof per Diagram #1. <br />STANDARDS AND GUIDELINES: East Wayne Street Local Historic District <br />B. ROOFS AND ROOFING <br />Roof shapes in the district encompass most of the various designs found in residential structures. Roofs are covered with a variety <br />of materials such as asphalt, asbestos, wood, and slate shingles, as well as clay tiles.. Residences in most cases have wood fascias <br />with gutters and downspouts. The facias of some vinyl or metal sided houses are covered with the same material. <br />3 <br />
